Job Overview:
The consultant will support the Nairobi Climate Resilience work package under the African Cities Climate Resilience (ACCR) Program, specifically focusing on developing a Gender, Equity, and Social Inclusion (GESI) responsive strategic framework for nature-based solutions (NbS) along Nairobi's rivers. This role involves extensive policy analysis, project design, and urban climate action planning. The consultant will work closely with the Nairobi City County Government (NCCG) and the Nairobi Rivers Commission (NRC) to identify climate vulnerabilities, scale up investments in NbS, and enhance stakeholder awareness and capacity. The consultant is expected to deliver a comprehensive toolkit that provides practical guidance for implementing NbS projects, thereby contributing to urban resilience and addressing climate-induced risks in Nairobi.

Duties and Responsibilities:
The consultant's responsibilities include:
  • Developing a GESI responsive Nairobi rivers NbS strategic framework by August 2025, aimed at providing practical guidance for stakeholders.
  • Assessing GESI sensitive climate vulnerabilities in Nairobi County's riparian landscape, focusing on urban flooding, extreme heat, air quality, and biodiversity loss.
  • Analyzing NbS opportunities and developing a matrix of compatibility with government-led affordable housing projects.
  • Integrating NbS and GGI interventions into core urban services.
  • Facilitating stakeholder engagement and convenings to validate needs and opportunities for NbS interventions.
  • Supporting resource mobilization for GESI responsive climate resilient projects.
  • Conducting a financial landscape analysis for NbS in Nairobi. Expected deliverables include inception reports, project scoping reports, convening reports, developed project documents, and a comprehensive financial landscape analysis report.

Required Qualifications:
The consultancy firm or team must demonstrate:
  • A master's degree or higher in environmental science, climate resilience, urban planning, sustainable development, natural resource management, or a related field. A Ph.D. is an advantage.
  • Additional certifications in climate adaptation, NbS implementation, urban ecology, environmental finance, or policy analysis are desirable.
  • At least 8 years of experience in designing and evaluating NbS and GGI projects, particularly in urban settings.
  • Proven ability to analyze climate vulnerabilities and recommend targeted NbS interventions.
  • Strong experience in developing citywide climate resilience strategies and high-level policy briefs.
  • Understanding of Nairobi’s urban governance and environmental challenges.
  • Demonstrated ability to coordinate engagements with various stakeholders.
  • Experience in identifying funding opportunities and developing investor-ready project proposals.
  • Expertise in GESI mainstreaming and analysis. 1
  • Proven ability to produce high-quality reports and technical documents.

Educational Background:
Candidates must possess a master's degree or higher in relevant fields such as environmental science, climate resilience, urban planning, sustainable development, or natural resource management. A Ph.D. in a relevant field is considered an added advantage. Additional certifications or specialized training in climate adaptation, NbS implementation, urban ecology, environmental finance, or policy analysis are also desirable.

Experience:
The position requires a minimum of 8 years of hands-on experience in designing, implementing, and evaluating nature-based solutions (NbS) and green-grey infrastructure (GGI) projects, particularly in urban settings. Candidates should have a proven track record of analyzing climate vulnerabilities and recommending targeted NbS interventions, as well as experience in developing citywide climate resilience strategies and toolkits. Familiarity with Nairobi’s urban governance and environmental challenges is essential, along with the ability to coordinate and lead engagements with various stakeholders.

Languages:
Fluency in written and spoken English is mandatory, along with excellent technical writing skills. Proficiency in additional languages may be considered an asset but is not explicitly required.

Additional Notes:
The consultancy is expected to be completed within six months from the signing of the contract. The consultant may work remotely but must coordinate visits to the WRI office in Nairobi. Payment terms are structured based on the completion of specific milestones, with a total of 15% upon submission of the inception report, 20% upon acceptance of the final report on project scoping, 25% upon acceptance of the final project documents, and 40% upon acceptance of the final financial landscape analysis report and strategic framework.
