Job Overview:
The consultant will play a crucial role in developing a comprehensive Heavy Duty Vehicle (HDV) Strategy for Kenya, aimed at regulating and managing emissions from the heavy-duty transport sector. This position involves providing technical support, engaging with stakeholders, and formulating policy recommendations to ensure the successful endorsement of the National HDV Strategy by the Government of Kenya. The consultant will contribute to significant outcomes, including the establishment of a mandatory vehicle inspection program, the development of a roadmap for implementing EURO VI emissions standards, and the integration of short-lived climate pollutants (SLCPs) reduction measures into Kenya's Nationally Determined Contribution (NDC). The consultant will be expected to conduct a baseline assessment of the current HDV sector, engage with various stakeholders, and draft the final strategy document incorporating feedback and recommendations.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including: conducting a comprehensive baseline assessment of the heavy-duty fuels and vehicle sector, reviewing regulatory frameworks, emissions levels, and existing policies; performing a HDV emissions inventory and SLCP assessment; engaging with government agencies, private sector stakeholders, and civil society to gather input on baseline conditions and proposed recommendations; developing recommendations for aligning Kenya's HDV regulations with EAC Euro IV and Euro VI standards; proposing implementation plans and roadmaps for advancing to ultra-low sulphur diesel standards, implementing EURO IV emissions standards, and establishing a mandatory vehicle inspection and maintenance program; designing a phased approach roadmap for transitioning from EURO IV to EURO VI emissions standards; and drafting and presenting the final HDV Strategy document, incorporating stakeholder feedback and policy recommendations.

Required Qualifications:
The consultant, whether an individual or a firm, should possess an advanced degree in environmental policy, transport engineering, or related fields. They should have at least 10 years of experience in vehicle emissions policy, sustainable transport, or regulatory frameworks. Demonstrated expertise in Euro IV and Euro VI standards and international best practices is essential. Additionally, experience working with government institutions and regional bodies, particularly in East Africa, is required. Strong analytical, report-writing, and stakeholder engagement skills are also necessary for this role.

Educational Background:
Candidates should hold an advanced degree in a relevant field such as environmental policy, transport engineering, or a related discipline. This educational background is crucial for understanding the complexities of vehicle emissions policies and sustainable transport solutions.

Experience:
The consultant should have a minimum of 10 years of relevant experience in vehicle emissions policy, sustainable transport, or regulatory frameworks. This level of experience is necessary to ensure that the consultant can effectively contribute to the development of the HDV Strategy and engage with various stakeholders in the transport sector.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication for the consultancy. Knowledge of additional languages, particularly those spoken in East Africa, would be considered an asset but is not required.

Additional Notes:
The consultancy is expected to last for a period of six months, with the possibility of extension based on project needs and performance. The consultant will report to the WRI project lead and will participate in periodic progress meetings to review key milestones and address challenges.
