Job Overview:
The Project Manager for the PBF project will be based in the UNFPA Country Office in Guinea-Bissau and will report to the UNFPA Assistant Representative, with direct supervision from the Adolescent and Youth Reproductive Health and Demographic Dividend Programme Analyst. This role is pivotal in facilitating the execution of the PBF project, ensuring that the objectives outlined in the project document are met. The Project Manager will be responsible for the overall management and implementation of the PBF projects, which includes supporting the timely and high-quality delivery of outputs according to established work plans and procedures. The position requires a proactive approach to project management, including the compilation and analysis of relevant information to ensure successful project implementation. The Project Manager will also oversee operational and logistical aspects of the project, ensuring compliance with UNFPA policies and procedures.

Duties and Responsibilities:
The Project Manager will have a comprehensive set of responsibilities, including but not limited to: overseeing partners and suppliers’ agreements, reviewing invoices, proposing and facilitating contracts for consultants and service providers, drafting terms of reference (ToRs) for contracted experts, maintaining regular communication with team members and stakeholders, supporting the development of results-based communication products, and assisting with resource mobilization efforts. The Project Manager will ensure effective project management by tracking progress, managing project activities, preparing annual work plans, and coordinating project staff and consultants. Additionally, the Project Manager will be responsible for preparing and facilitating Project Steering Committee Meetings, managing project assets and records, and ensuring compliance with UNFPA’s corporate policies. The role also involves conducting quality assurance activities, monitoring project impacts, and facilitating high-quality technical advice and partnerships.

Required Qualifications:
Candidates must possess a master's degree in Business Administration, Economics, Social Sciences, or a related field. A first-level university degree (Bachelor’s Degree) in a relevant area, combined with additional relevant experience, may also be considered. Candidates should have a minimum of 3 years of progressive experience with a master's degree or 5 years with a bachelor's degree in areas such as Business Administration, Project Management, Economics, or Public Administration. Strong knowledge of Guinea-Bissau’s political and socio-economic context, previous experience with government institutions, and familiarity with UNFPA rules and regulations are advantageous. Candidates should demonstrate strong written and oral communication skills, including presentation and reporting abilities.

Educational Background:
The educational background required for this position includes an advanced university degree (master's degree) in Business Administration, Project Management, Economics, Public Administration, or a related field. Alternatively, a first-level university degree (bachelor's degree) in a relevant area, along with additional years of relevant experience, may be accepted in lieu of the advanced degree. Professional certifications related to project management are considered an asset.

Experience:
The position requires a minimum of 3 years of relevant progressive experience for candidates with a master's degree, or 5 years for those with a bachelor's degree. This experience should be in areas such as Business Administration, Economics, Accounting Management, or Project Development and Management, with a focus on planning, monitoring, reporting, and stakeholder coordination. Candidates should have a strong understanding of project management principles and practices, as well as experience working with government and community institutions.

Languages:
Fluency in Portuguese is mandatory for this position. Additionally, candidates should have an excellent command of written and spoken English or French, which is considered beneficial for effective communication within the role.

Additional Notes:
This position is a full-time individual consultancy role with a contract duration of one year, which is renewable based on performance and project needs. The position is non-rotational and is specifically open to nationals of Guinea-Bissau.
