Job Overview:
The Administrative and Financial Assistant (AAF) will play a crucial role in supporting the Directorate of Maternal and Child Health (DSME) in Senegal as part of the 9th Cooperation Programme between the Government of Senegal and UNFPA for the period 2024-202
  • This position involves overseeing the administrative and financial management of funds allocated to DSME by UNFPA, ensuring compliance with financial procedures, and maintaining accurate records. The AAF will report directly to the UNFPA Senegal Operations Manager and will be integral in facilitating the effective implementation of various health programs aimed at improving reproductive health, maternal and neonatal health, nutrition, and youth health services. The role requires a proactive approach to managing financial resources, ensuring timely reporting, and contributing to capacity building efforts within the health sector.

Duties and Responsibilities:
The Administrative and Financial Assistant will be responsible for a wide range of duties, including but not limited to: ensuring the administrative and financial management of the PTA activities of DSME and its partners; participating in the preparation and execution of budgets for ATP activities; maintaining a reliable filing system for financial documents; ensuring the validity and completeness of supporting documents; preparing quarterly financial reports and bank reconciliations; conducting financial monitoring and pre-audit missions; assisting in the procurement of goods and services; organizing workshops and seminars; and collaborating with the UNFPA Operations team on financial documentation. The AAF will also be expected to contribute to capacity building initiatives and participate in statutory meetings, ensuring compliance with all relevant procedures and regulations.

Required Qualifications:
Candidates must possess a high school diploma, with a university degree (Bac + 4) in Finance, Financial Management, or Accounting being desirable. A minimum of five years of professional experience in finance, management, administration, or accounting within the public or private sector is required. Candidates should demonstrate a strong understanding of Results-Based Management, have experience in managing UN programs and projects, and possess good knowledge of the health sector organization and Senegalese legislation. Proficiency in computer skills and the ability to undertake field missions are essential, along with strong interpersonal skills and the ability to work under pressure.

Educational Background:
The position requires a high school diploma as a minimum educational qualification. A university degree (Bac + 4) in Finance, Financial Management, or Accounting is highly desirable and will enhance the candidate's suitability for the role. This educational background will provide the necessary foundation for understanding financial principles and practices relevant to the position.

Experience:
Candidates should have at least five years of relevant professional experience in finance, management, administration, or accounting. This experience should ideally include work within the public or private sector, with a focus on financial management in programs and projects, particularly those related to the United Nations System. Familiarity with Results-Based Management and the health sector in Senegal will be advantageous.

Languages:
A good command of French, both written and spoken, is mandatory for this position. Additionally, a good knowledge of English is also required, as it will facilitate communication and collaboration with international partners and stakeholders.
