Job Overview: The Health Safety and security" style="border-bottom: 1px dotted #007bff !important;">Security (HSS) Coordinator position is crucial for coordinating HSS risk management within the organization. The role involves developing and updating HSS strategies, plans, and standard operating procedures (SOPs) to ensure safe and secure access to programs. The HSS Coordinator will work closely with the Area Manager and the HSS Manager in the Country Office, overseeing security guards and ensuring compliance with NRC's HSS Management Systems. The position requires a proactive approach to identifying and mitigating security risks, conducting security risk analyses, and providing training to staff on health, safety, and security protocols. The HSS Coordinator will also be responsible for liaising with other humanitarian actors and ensuring that all staff receive necessary training and briefings on HSS matters.
Duties and Responsibilities: The HSS Coordinator will be responsible for a wide range of duties, including but not limited to: developing, reviewing, and implementing NRC's HSS Management Systems and Procedures; conducting Security Risk Analyses (SRAs) to assess compliance with operational requirements; minimizing security risks to staff and assets; managing security staff at the field office; preparing reports and liaising with other humanitarian actors on HSS-related issues; ensuring all staff receive health, safety, and security training; acting as an adviser during crises; implementing NRC’s safety and security policies at the field level; facilitating adherence to South Sudan-specific SOPs; participating in assessment missions; supporting the budgeting process for HSS costs; providing regular situational updates to staff; assisting in incident management; and ensuring functionality of security equipment. Additionally, the HSS Coordinator will provide ICT technical support, including troubleshooting hardware and software issues, setting up internet connectivity, and supporting staff in using systems and applications.
Required Qualifications: Candidates must possess a minimum of a diploma in a security-related field and have previous experience working in a security department within a humanitarian context. Participation in safety and security-related training or workshops is essential. A good understanding of the local context is required, along with the ability to conduct security risk assessments and interact with relevant authorities to obtain security-related information. Fluency in English, both written and verbal, is mandatory. Additional qualifications that are advantageous include training in ICT, experience in setting up networks, and knowledge of troubleshooting ICT software and hardware issues.
Educational Background: The educational background required for this position includes a minimum of a diploma in a security-related field. Candidates with higher education qualifications or specialized training in security management or related disciplines will be viewed favorably. Continuous professional development through relevant training and workshops is also encouraged to keep up with best practices in health, safety, and security management.
Experience: The position requires candidates to have prior experience working in a security role within a humanitarian context. This experience should include conducting security risk assessments, managing security staff, and implementing safety and security policies. Candidates should demonstrate a strong understanding of the security challenges faced in the operational area and have experience in liaising with various stakeholders, including UN agencies and NGOs, to gather security information and support access negotiations.
Languages: Fluency in English is mandatory for this position, both in written and verbal communication. Knowledge of local languages spoken in South Sudan would be considered an asset, as it can facilitate better communication with local communities and stakeholders. Proficiency in additional languages may enhance a candidate's suitability for the role, especially in a multicultural environment.
Additional Notes: This position is based in Wau, South Sudan, and involves coverage of NBEG and Warrap States. The role is full-time, and while there are no direct line reportees, the HSS Coordinator will supervise security guards and work closely with various stakeholders.
