Job Overview: The Senior Finance Assistant position is based in the ILO Country Office for the Philippines (CO-Manila). Duties and Responsibilities: The Senior Finance Assistant will undertake a variety of specialized finance support functions, including initiating, processing, reviewing, and following up on administrative actions. This includes verifying compliance with financial rules and regulations, performing analytical reviews of financial activities, and contributing to the preparation of financial reports. The incumbent will serve as a certifying officer, conduct monthly bank reconciliations, maintain and reconcile budget data, prepare detailed cost estimates, and assist in the year-end closure of accounts. Additionally, the role involves reviewing financial transactions for compliance, monitoring resource utilization for donor reporting, and assisting with internal and external audit inquiries. The incumbent will also provide guidance and training to staff on financial rules and regulations, evaluate work methods for efficiency, and liaise with other administrative areas to ensure smooth service delivery.
Required Qualifications: Candidates must have a completion of secondary school education, along with training in accounting or finance. A minimum of six years of operational or administrative support work experience is required, with a significant portion of that experience in financial operations support services. Familiarity with an enterprise resource planning (ERP) system, particularly in finance modules, is essential. Candidates should possess a good knowledge of financial administration, accounting techniques, local taxation, and banking methods, as well as international accounting standards such as IPSAS. Strong analytical skills and the ability to assess the quality and efficiency of processes are also necessary.
Educational Background: The educational requirement for this position includes the completion of secondary school education, with additional training in accounting or finance being highly desirable.
