Job Overview: The HR Assistant position is crucial for the effective functioning of the Human Resources unit within the UNDP Country Office. Under the guidance of the Deputy Resident Representative for Operations and direct supervision of the Human Resources Analyst, the HR Assistant is responsible for delivering high-quality HR services that ensure compliance with UNDP rules and regulations. The role requires a client-oriented approach and involves collaboration with various teams within the Country Office, as well as with UNDP headquarters and other UN agencies. The HR Assistant will support the implementation of HR strategies, manage recruitment processes, facilitate staff performance management, and contribute to knowledge sharing within the organization. This position is designed to enhance the HR unit's capacity to meet the evolving needs of the Country Office and to support the overall mission of UNDP in Mozambique.
Duties and Responsibilities:
Support effective implementation of HR strategies by ensuring compliance with UNDP rules and regulations, contributing to the development of internal HR management Standard Operating Procedures, and collecting information for inter-agency exercises and surveys.
Implement HR services for the Country Office, including recruitment and staffing, by preparing job descriptions, managing vacancy announcements, supporting interview processes, and maintaining HR records.
Facilitate staff performance management and talent development by providing background information for performance reviews and drafting learning plans.
Promote knowledge building and sharing by participating in training sessions and contributing to knowledge networks. The HR Assistant will also perform other duties as necessary to ensure the efficient functioning of the office.
Required Qualifications: The ideal candidate for the HR Assistant position should possess secondary education with specialized certification in Human Resources. While a university degree in Human Resource Management, Business Administration, Public Administration, or a related field is preferred, it is not mandatory. Candidates should demonstrate a strong understanding of HR principles and practices, as well as the ability to apply them effectively in a diverse and dynamic environment.
Educational Background: Candidates must have completed secondary education and hold specialized certification in Human Resources. A university degree in a relevant field is advantageous but not a strict requirement for this position.
Experience: Candidates should have a minimum of 5 years of relevant HR and/or administrative experience at the national or international level if they possess a high school diploma. Alternatively, candidates with a bachelor's degree should have at least 2 years of relevant experience. Experience in HR administration within an international organization is desirable, along with proficiency in office software and web-based management systems. Familiarity with ERP systems for HR administration is also beneficial, particularly experience with UNDP systems such as Quantum and UNall.
Languages: Fluency in both English and Portuguese is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
