Job Overview:
The position of Local Consultant for Monitoring and Evaluation is crucial for the successful implementation of the Women’s Economic Empowerment in the South Caucasus (WEESC) project, particularly in its third phase. The consultant will provide technical assistance to ensure effective monitoring and evaluation processes for project activities in Georgia and Armenia. This role involves updating the Monitoring and Evaluation Manual, establishing a shared database for data collection, and conducting training sessions for UN Women staff and partner organizations. The consultant will work closely with the WEESC Programme Analyst and Project Assistant to ensure compliance with UN Women’s monitoring and reporting requirements. This position is home-based, allowing for flexibility while ensuring that the consultant can effectively contribute to the project’s goals.

Duties and Responsibilities:
The national consultant will be responsible for several key tasks:
  • Updating the Monitoring and Evaluation Manual for WEESC Phase III, if necessary, which is expected to take approximately 5 working days.
  • Establishing a shared Excel database for data entry and collection, estimated to require 2 working days.
  • Developing and conducting training sessions for UN Women staff in Armenia, relevant NGOs, or partner organizations on best practices in Monitoring and Evaluation, which will take about 3 working days.
  • Supporting the Armenia UN Women Country Office in establishing and implementing the Monitoring and Evaluation processes for WEESC Phase III, which is expected to take around 5 working days.
  • Assisting the Armenia UN Women Country Office staff in verifying and implementing the data monitoring process, estimated to require 5 working days.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, humanities, or a related field. Alternatively, a first-level university degree combined with four additional years of qualifying experience may be accepted in lieu of the advanced degree. The consultant should have a strong background in monitoring, reporting, and evaluation, with at least two years of progressively responsible work experience if holding a Master’s degree, or four years if holding a Bachelor’s degree. Experience in data monitoring using low-code custom applications, such as Zoho Creator, is essential, along with a proven track record in conducting capacity-building training sessions. Experience working with UN agencies in Georgia is considered an asset.

Educational Background:
A Master’s degree or equivalent in social sciences, humanities, or a related field is required for this position. In cases where candidates hold a first-level university degree, they must also have four additional years of relevant experience to be considered qualified. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the project’s monitoring and evaluation processes.

Experience:
The position requires at least two years of relevant work experience in monitoring, reporting, and evaluation for candidates with a Master’s degree. For those with a Bachelor’s degree, a minimum of four years of progressively responsible experience is necessary. The consultant should have hands-on experience in data monitoring, particularly using low-code custom applications like Zoho Creator or similar tools. Additionally, experience in conducting training sessions aimed at building capacity within organizations is required. Familiarity with the operations of UN agencies in Georgia will be considered a valuable asset.

Languages:
Fluency in English and Georgian is mandatory for this position, as effective communication is crucial for the role. Knowledge of Russian is considered desirable, as it may facilitate better engagement with a broader range of stakeholders and enhance the consultant's ability to operate within the regional context.

Additional Notes:
This consultancy is home-based, meaning that the consultant will not be required to travel for the role. The position is focused on providing technical assistance remotely, which allows for flexibility in work arrangements.
