Job Posting Organization: The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, supporting countries in their development priorities and the attainment of the SDGs. The UN RCO operates under the leadership of an empowered UN Resident Coordinator, who is the highest-ranking official of the UN Development System at the country level. The organization aims to deliver quality support to countries in their development efforts and operates in multiple countries worldwide, focusing on sustainable development and humanitarian assistance.
Job Overview: The Development Coordination Officer, Head of RCO, is responsible for providing strategic guidance to the UN Resident Coordinator (RC) and the UN Country Team (UNCT) to ensure effective, quality, and timely UN support for the implementation of the 2030 Agenda. This role involves leading the development of a credible strategic vision for the UN, aligned with national development goals and the principles of universality and equality. The officer will develop policy recommendations, coordinate joint programmatic work, and ensure effective communication and engagement across various UN entities and external partners. The position also requires overseeing the implementation of the UN Country Business Operations Strategy and managing knowledge-sharing initiatives within the UN system.
Duties and Responsibilities:
Provide strategic guidance to the RC and UNCT for the implementation of the 2030 Agenda through the UNSDCF.
Develop policy recommendations for the RC/UNCT regarding the CCA/UNSDCF.
Ensure effective support to the RC/UNCT in asserting vision and accountability for UN operations.
Design strategic UN policy and programmatic services.
Coordinate the UNSDCF through the Joint Workplan and results groups.
Promote engagement across humanitarian, development, and peace domains.
Ensure efficient and effective coordination support to the RC/UNCT and adherence to organizational policies.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification in data analytics, business analytics, or data science programs is considered an advantage. Candidates should demonstrate a strong understanding of sustainable development theories and concepts, as well as the ability to analyze and resolve complex issues.
Educational Background: An advanced university degree (Master's degree or equivalent) in relevant fields such as business or public administration, sustainable development, social sciences, or education is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. Certification in data analytics or related fields is advantageous.
Experience: A minimum of seven years of progressively responsible experience in strategic planning, sustainable development policy, project/programme management, or resource mobilization in the context of development cooperation is required. Experience in multi-stakeholder coordination and UN inter-agency coordination is essential. Desirable experience includes team leadership and management, designing partnership strategies, and promoting knowledge management in development contexts. At least two years of experience in data analytics or related areas is also desirable.
Languages: Fluency in oral and written Spanish is required for this position. Knowledge of English is mandatory, and knowledge of another official United Nations language is an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while 'knowledge of' indicates a rating of 'confident' in two of the four areas.
Additional Notes: This position is open to nationals of Peru only, and candidates must be of the nationality of the country where the position is located. The appointment is for an initial period of one year, subject to the availability of funds and may be extended.
