Job Overview:
The Senior Operations Officer will play a pivotal role in leading the FCV Group's support to the AECE2 Country Management Unit (CMU), which includes Somalia, Kenya, Uganda, and Rwanda. This position focuses on operationalizing the Somalia Country Partnership Framework (FY24-28) and providing tailored support to the CMU and task teams. The officer will implement the Somalia FCV Risk Platform, which aims to enhance the World Bank's understanding and management of FCV and political economy risks in Somalia. Additionally, the officer will support Kenya in addressing subnational and cross-border fragility challenges and assist Uganda in managing FCV risks. The role requires a proactive approach to coordinating support for portfolio mapping and project-level monitoring and evaluation through digital tools, ensuring effective engagement with various stakeholders.

Duties and Responsibilities:
The Senior Operations Officer will have a dual reporting structure, working closely with the GTFS2 Practice Manager and the Country Manager for Somalia. Key responsibilities include leading the FCV Group's strategic, operational, and analytical support for the AECE2 CMU and country teams; implementing the Somalia FCV Risk Platform; providing tailored FCV and political economy analysis; coordinating the delivery of capacity-building for enhanced supervision and implementation support; leading engagement on regional and cross-border FCV risks; and supporting the implementation of the forced displacement agenda in Kenya. The officer will also engage with internal and external stakeholders on the FCV agenda, ensuring effective collaboration and communication across various groups.

Required Qualifications:
Candidates must possess a Master's degree in economics, public policy, international development, political science, or a related field relevant to the World Bank's mission. A minimum of 8 years of relevant work experience is required, with in-depth knowledge and experience in FCV issues. Candidates should demonstrate the ability to think strategically, possess political sensitivity, and have strong problem-solving skills. Proven experience in leading diverse teams and delivering results in complex environments is essential, along with strong interpersonal and communication skills to engage effectively with multi-disciplinary teams and external stakeholders.

Educational Background:
A Master's degree in a relevant field such as economics, public policy, international development, or political science is required for this position. This educational background is crucial for understanding the complexities of FCV issues and for contributing effectively to the World Bank's mission.

Experience:
The position requires a minimum of 8 years of relevant work experience, particularly in areas related to fragility, conflict, and violence. Candidates should have demonstrated experience in applying their knowledge to programming, analytical tasks, and strategy development, as well as the ability to link political analysis with strategic and operational implications.

Languages:
Fluency in English is mandatory, with excellent written and verbal communication skills essential for engaging with stakeholders and presenting ideas clearly. While English is the primary language required, additional language skills may be beneficial but are not specified as mandatory.
