Job Overview:
The Human Resources Manager position is situated within the Human Resources and Training Section of the Management Advisory and Compliance Service (MACS) at UN-Habitat Headquarters in Nairobi, Kenya. The incumbent will be responsible for developing and implementing HR strategies that align with the organization's goals and operational priorities. This role involves leading organizational development initiatives, including workforce planning, talent management, and succession planning. The HR Manager will also be tasked with creating and enforcing new human resources policies and procedures to adapt to the evolving needs of the organization. The position requires providing expert advice to senior management on human resources policies and procedures, representing the organization in negotiations, and overseeing the recruitment process to ensure compliance with UN policies. The HR Manager will also monitor staff development and career support programs, ensuring that they meet the needs of the staff and the organization.

Duties and Responsibilities:
The duties and responsibilities of the Human Resources Manager include developing and implementing HR strategies, leading organizational development initiatives, and creating new HR policies. The incumbent will monitor the implementation of these policies and provide expert advice to senior management. Responsibilities also include overseeing recruitment processes, ensuring timely filling of posts, and representing the organization in discussions with senior government officials. The HR Manager will manage staff development programs, monitor staff welfare, and advise on disciplinary matters. Additionally, the role involves analyzing data to identify trends for decision-making and ensuring compliance with organizational regulations.

Required Qualifications:
Candidates must possess a strong knowledge of human resources policies and practices, with the ability to apply them effectively in an organizational setting. The role requires the ability to analyze complex human resources issues and formulate recommendations. Candidates should demonstrate professionalism, effective communication skills, accountability, leadership capabilities, and sound judgment in decision-making. The HR Manager must also be able to foster a diverse and inclusive workplace and promote gender balance within the organization.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.

Experience:
A minimum of ten years of progressively responsible experience in human resources management is required, with a focus on strategic oversight and advisory roles. Candidates should have experience in interpreting and applying staff regulations and human resources policies, as well as handling recruitment and mobility strategies. Experience in managing conduct and discipline cases and fostering a diverse and inclusive workplace is essential. Familiarity with enterprise resource planning tools for human resources management is desirable, as is experience in data analytics or working within an international or regional intergovernmental organization.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is desirable. Fluency is defined as a rating of 'fluent' in all four areas: reading, writing, speaking, and understanding, while knowledge is defined as 'confident' in two of the four areas.
