Job Overview: The Regional Aviation Safety Officer plays a crucial role in supporting ICAO Member States in the development and implementation of comprehensive regional plans for air navigation systems. This position involves conducting safety oversight assessments, providing guidance on national regulations, and facilitating training and workshops to enhance safety oversight systems. The officer will work closely with various stakeholders, including government officials and aviation organizations, to ensure compliance with ICAO standards and to address safety deficiencies. The role requires a proactive approach to analyzing safety data and recommending solutions to improve aviation safety across the region.
Duties and Responsibilities:
Provide guidance and assistance to States in conducting gap analyses and developing national/regional implementation plans.
Lead safety oversight activities and manage technical support for regional aviation safety groups.
Organize and participate in seminars and workshops to address safety concerns and enhance oversight systems.
Analyze USOAP results and provide technical advice on personnel licensing, aircraft operations, and flight safety.
Maintain records of ICAO provisions implementation and advise Civil Aviation Authorities on necessary measures.
Coordinate training and workshops related to safety management systems and personnel licensing.
Conduct technical studies and prepare reports for stakeholders.
Liaise with technical staff and industry partners to develop new partnerships for implementation support.
Perform other related duties as assigned.
Required Qualifications:
An advanced-level university degree in an aviation-related technical field is required.
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
At least seven years of experience in a civil aviation environment, including three years as a government inspector or ICAO auditor.
Experience in management or advisory roles in aircraft operations and flight safety.
Experience in providing training and conducting seminars in aviation-related disciplines is essential.
An Airline Transport Pilot License is highly desirable, along with knowledge of ICAO functions and regulations.
Educational Background: Candidates must possess an advanced-level university degree (Master's degree or equivalent) in an aviation-related technical field. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted. This educational background is crucial for understanding the complexities of aviation regulations and safety standards.
Experience: The position requires a minimum of seven years of professional experience in a civil aviation environment. This includes at least three years of experience as a government inspector or ICAO auditor, particularly in aircraft operations and flight safety. Candidates should have experience at a management level or in an advisory capacity, demonstrating their ability to lead and manage aviation safety initiatives effectively.
Languages: Fluent reading, writing, and speaking abilities in English are essential for this position. Additionally, a working knowledge of any other official language of the Organization (Arabic, Chinese, French, Russian, Spanish) is considered desirable, as it enhances communication with diverse stakeholders.
Additional Notes: This position is to be filled for a period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in accordance with the standards of conduct for international civil servants. The organization offers an attractive benefits package, including a net base salary of USD $84,672 per annum plus a post adjustment of USD $34,207 per annum, which is subject to change. The statutory retirement age for staff entering service after January 1, 2014, is 65 years.
