Job Overview: The Programme/Project Management Officer position is situated within the Regional Programme Division (RPD) at the Office of the director" style="border-bottom: 1px dotted #007bff !important;">Executive Director in Nairobi. The incumbent will be responsible for providing comprehensive programme and project management assistance throughout all phases of the programme/project cycle, particularly for large and complex departmental initiatives. This role requires a high level of independence, with the expectation to seek guidance only in exceptional circumstances. The officer will conduct research, compile and analyze data, and present findings on various programmes/projects, highlighting significant issues and trends for consideration by relevant parties. The position also involves tracking legislative decisions impacting programme/project content and ensuring compliance with guidelines and objectives. The officer will work closely with funding agencies to arrange financing modalities and establish monitoring systems, draft budgets, and prepare periodic budget revisions. Additionally, the officer will be responsible for preparing newsletters, reports, and other documentation related to programme/project activities, serving as a focal point for coordination and monitoring implementation activities, and supervising office support staff. The role may also involve field missions to support programme/project activities and requires strong organizational and communication skills to ensure effective collaboration across diverse organizational units.
Duties and Responsibilities: The duties and responsibilities of the Programme/Project Management Officer include:
Providing full range of programme/project management and implementation assistance at all phases of the programme/project cycle.
Researching, compiling, analyzing, summarizing, and presenting information/data on a wide range of programmes/projects.
Tracking resolutions and legislative decisions affecting programme/project content and overseeing relevant databases.
Reviewing and appraising submissions for compliance with guidelines and objectives, identifying issues, and preparing summaries with recommendations.
Coordinating with funding agencies to arrange financing modalities and ensuring proper monitoring systems are established.
Drafting budgets and forecasts, preparing monitoring checklists, and ensuring appropriate resource allocations.
Monitoring budgetary commitments and preparing periodic budget revisions.
Preparing newsletters and drafting inputs for various documents and reports.
Serving as a focal point for coordination and monitoring of implementation activities, including evaluating progress and initiating remedial actions. 1
Arranging formal closures of projects and preparing final reports. 1
Required Qualifications: The position requires a minimum of ten (10) years of experience in programme or project administration, technical cooperation, or a related area. This requirement is reduced to eight (8) years for candidates with a first-level university degree or higher. Experience with Enterprise Resource Planning (ERP) systems, such as SAP, is essential, along with experience working within the United Nations System or similar international organizations. Experience in organizing meetings and workshops is desirable, as is experience in data analytics or related areas.
Educational Background: A high school diploma or equivalent is required for this position. There are no specific job-related qualifications listed beyond the educational requirement, but relevant higher education may be beneficial.
Experience: Candidates must have a minimum of ten (10) years of relevant experience in programme or project administration, technical cooperation, or a related area. This experience requirement is reduced to eight (8) years for those who possess a first-level university degree or higher. Additionally, experience with ERP systems and within the UN system is required, while experience in organizing meetings and workshops is considered an asset.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official UN language is desirable. Fluency is defined as a rating of 'fluent' in all four areas: reading, writing, speaking, and understanding. Knowledge of another language is considered a rating of 'confident' in two of the four areas.
