Job Overview:
The Programme/Project Management Officer position is situated within the Management Advisory and Compliance Service (MACS) Division at the Nairobi duty station. The incumbent will be responsible for providing comprehensive program/project management and implementation assistance throughout all phases of the program/project cycle, particularly for large and complex departmental initiatives. This role requires the ability to independently manage tasks, conduct research, analyze data, and present findings on various programs/projects. The officer will also be responsible for tracking legislative decisions impacting program/project content, ensuring compliance with guidelines, and preparing relevant databases. The position involves collaboration with funding agencies, drafting budgets, monitoring financial commitments, and preparing reports and newsletters related to program/project activities. The officer will also coordinate implementation activities, supervise office support staff, and assist in data collection and analysis, contributing to knowledge management and decision-making processes.

Duties and Responsibilities:
The duties and responsibilities of the Programme/Project Management Officer include:
  • Providing full range of program/project management and implementation assistance at all phases of the program/project cycle.
  • Researching, compiling, analyzing, summarizing, and presenting information/data on various programs/projects.
  • Tracking resolutions and legislative decisions affecting program/project content and overseeing database preparation.
  • Reviewing and appraising submissions for compliance with guidelines and objectives, identifying issues, and preparing summaries for management.
  • Collaborating with funding agencies to arrange financing modalities and ensuring proper monitoring systems are established.
  • Drafting budgets and forecasts, preparing monitoring checklists, and tracking budgetary commitments.
  • Preparing newsletters and drafting inputs for various documents and reports.
  • Serving as a focal point for coordination and monitoring of implementation activities, participating in evaluations, and resolving issues related to project implementation.
  • Arranging formal project closures and providing secretariat services to committees. 1
  • Establishing internal databases and managing data relevant to program/project activities. 1
  • Supervising office support staff and assisting with data presentations and reports.

Required Qualifications:
The required qualifications for the Programme/Project Management Officer position include a high school diploma or equivalent. A first-level university degree or higher can reduce the minimum experience requirement. Candidates must possess a minimum of ten years of experience in program or project administration, technical cooperation, or a related area. Experience with Enterprise Resource Planning (ERP) systems, such as SAP, is required, along with experience in preparing statistical or analytical reports from databases. Familiarity with the United Nations System or similar international organizations is desirable, as is experience in data analytics or related fields.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent. Candidates with a first-level university degree or higher will have a reduced experience requirement, allowing for a minimum of eight years of relevant experience instead of ten.

Experience:
Candidates must have a minimum of ten years of experience in program or project administration, technical cooperation, or a related area. This requirement is reduced to eight years for those with a first-level university degree or higher. Experience with ERP systems, such as SAP, is essential, as is experience in preparing analytical reports from various databases. Experience within the United Nations System or similar international organizations is considered an asset, and at least one year of experience in data analytics or a related area is desirable.

Languages:
Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is desirable. Fluency is defined as a rating of 'fluent' in all four areas: reading, writing, speaking, and understanding, while knowledge is rated as 'confident' in two of the four areas.
