Job Overview:
The Partnership Officer will play a crucial role in strengthening UNOPS's presence in Mozambique by developing projects and fostering relationships with key stakeholders. This position involves supporting project development and resource mobilization efforts within UNOPS's key focus areas. The officer will identify funding opportunities from various sources, including governments, NGOs, and the private sector, and will collaborate with the country manager and project managers to create expressions of interest, concept notes, and proposals for new projects. The role also includes designing communication materials, coordinating meetings with donors, and maintaining engagement tracking tools. The Partnership Officer will conduct research on donor focus areas and support project managers with progress reports and communications, ensuring that UNOPS's objectives align with the needs of its partners and the community.

Duties and Responsibilities:
The Partnership Officer's responsibilities include identifying funding opportunities from various sectors, developing project proposals and budgets, creating engagement records in the ERP system, and designing communication materials for stakeholder engagement. The officer will coordinate meetings with donors, produce meeting minutes, and maintain engagement tracking sheets. Additionally, the officer will conduct research on donor priorities, support project managers with reporting, and liaise with the ESAMCO team. The role requires frequent travel to Pemba and necessitates building a network of key partners while keeping abreast of social, economic, and political trends in Mozambique. The officer will also be responsible for maintaining a repository of donor information and engagement modalities.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in fields such as economics, management, international affairs, political science, or development studies, along with at least 2 years of relevant work experience. Alternatively, a Bachelor's degree combined with 4 years of relevant experience may be accepted. The position requires a minimum of 2 years in program management, international development, partnerships, or resource mobilization, with experience in stakeholder management and proposal writing being highly desirable. Proficiency in computer software and database management is also necessary.

Educational Background:
A Master's degree in a relevant field is required, with a preference for disciplines related to economics, management, or international development. Candidates with a Bachelor's degree and additional relevant work experience may also be considered. The educational background should provide a solid foundation for understanding the complexities of international development and project management.

Experience:
The position requires a minimum of 2 years of experience in program management, international development, partnerships, or resource mobilization. Experience in stakeholder management, partner engagement, and proposal writing is highly desired. Candidates should demonstrate a proven ability to work effectively in a team and manage multiple projects simultaneously, showcasing their capacity for business development and partner management.

Languages:
Full working knowledge of English is mandatory, while proficiency in Portuguese is highly desirable. This bilingual requirement reflects the need for effective communication with local stakeholders and international partners.

Additional Notes:
The contract type is an International Individual Contractor Agreement (IICA) at level IICA 9 / ICS 9, with an open-ended duration subject to organizational needs, funding availability, and satisfactory performance.
