Job Overview: The Finance Assistant position at WFP is crucial for supporting the effective delivery of finance, budget, and administration services. The role involves ensuring compliance with WFP financial policies and regulations while facilitating the transparent and efficient utilization of financial resources. The Finance Assistant will be responsible for monitoring expenditure forecasts, managing petty cash, verifying vendor claims, and maintaining financial records. This position requires a proactive approach to financial management and a commitment to upholding WFP's standards of accountability and transparency. The Finance Assistant will also play a key role in providing procedural and technical support to staff, ensuring that financial operations are conducted smoothly and efficiently. Duties and Responsibilities:
Provide procedural and technical support to staff in finance and budget areas to ensure compliance with WFP financial policies, rules, and regulations.
Monitor monthly expenditure forecasts and prepare expenditure reports to facilitate informed decision-making.
Submit fund requisitions in the designated format for replenishment of the sub-imprest account.
Regularly monitor sub-imprest bank and petty cash accounts to ensure adequate funds are available and appropriately disbursed.
Maintain Delegation of Financial Authority (DoFA) records, including roles such as safe key holder, petty cash cashier, and certifying officer for the sub-office.
Oversee the entire petty cash management process, ensuring compliance with WFP guidelines.
Verify vendor claims, advances, and other receivables, ensuring timely payments to suppliers in accordance with WFP finance rules.
Perform administrative duties related to monitoring and recording fixed assets and managing field office vehicles.
Act as the Travel Focal Person (TFP) and supervise drivers, cleaners, and security" style="border-bottom: 1px dotted #007bff !important;">security personnel. 1
Monitor and record all expenses in line with the approved budget to ensure correct expenditure costs are charged. 1
Maintain a web-based register for all invoices and payment transfers, ensuring compliance with WFP standards. 1
Provide guidance and on-the-job training to other support staff to ensure consistent service delivery.
Required Qualifications: Candidates must possess a University Degree (Bachelors) in Finance, Business Administration, Accounting, or a relevant discipline. Additionally, candidates should have a strong understanding of financial management principles and practices, as well as the ability to work effectively in a team-oriented environment. Strong analytical skills and attention to detail are essential for this role, along with the ability to communicate effectively with diverse stakeholders. Educational Background: A Bachelor’s degree in Finance, Business Administration, Accounting, or a related field is required for this position. Experience: Candidates should have a total of 5 years of experience in finance or a related business stream, with a demonstrated interest in international humanitarian development. This experience should include practical knowledge of financial management, budgeting, and accounting processes, as well as familiarity with the challenges and complexities of working in a humanitarian context. Experience in a multicultural environment and understanding of WFP's operational framework will be advantageous.
Languages: Fluency in both spoken and written English and Bangla is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and contributing to a more inclusive work environment.
Additional Notes: This position is a Service Contract with a duration of 12 months, based in Sylhet, Bangladesh. The role is open only to Bangladeshi Nationals.
