Job Overview:
The Senior Finance and Budget Assistant plays a crucial role in the financial management and budgetary processes of the OHCHR Tbilisi Office. This position involves providing input into budget preparation, monitoring expenditures, and ensuring compliance with financial regulations. The incumbent will assist in the development of budget proposals, analyze cost estimates, and support managers in resource allocation. The role requires a strong understanding of financial rules and regulations, as well as the ability to work collaboratively with other finance and budget staff. The Senior Finance and Budget Assistant will also be responsible for processing payments, managing treasury functions, and maintaining financial databases, ensuring that all financial activities align with the organization's goals and standards.

Duties and Responsibilities:
The duties and responsibilities of the Senior Finance and Budget Assistant include:
  • Providing input into the preparation of budget allotments and ensuring appropriate expenditures for projects.
  • Reviewing and analyzing medium-term plans and budget proposals.
  • Assisting managers in resource requirement elaboration for budget submissions.
  • Monitoring budget implementation and recommending fund reallocations as necessary.
  • Reviewing requisitions for goods and services to ensure correct expenditure charges and fund availability.
  • Monitoring extra-budgetary resources and ensuring compliance with regulations.
  • Assisting in the preparation of budget performance submissions and reports.
  • Verifying the accuracy of financial data and maintaining integrity in financial databases.
  • Processing payments to third parties and supervising financial implementation of project grants. 1
  • Preparing payments for disbursement and managing cash flow reports. 1
  • Keeping up-to-date with financial guidelines and providing training to other staff. 1
  • Assisting in data collection and analysis for reporting purposes. 1
  • Maintaining office filing systems and performing other related duties as assigned.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A certificate in bookkeeping or finance is desirable. The role requires a minimum of ten years of progressively responsible experience in finance, budget, accounting, or related areas. This requirement is reduced to eight years for candidates with a first-level university degree or higher. Experience within the United Nations system or similar international organizations is preferred, along with familiarity with UN/EU funded programs. Proficiency in word processing, spreadsheets, and communication software is also desirable, as is experience with Enterprise Resource Planning (ERP) systems such as Umoja.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent. A specific qualification in bookkeeping or finance is considered an asset, indicating a foundational understanding of financial principles and practices that are essential for the role.

Experience:
The position requires a substantial level of experience, specifically a minimum of ten years in finance, budget, accounting, or administrative services. Candidates with a first-level university degree or higher may qualify with eight years of relevant experience. Experience in the UN system or similar international organizations is highly desirable, as is familiarity with international funding programs and financial management practices.

Languages:
Fluency in oral and written English and Georgian is required for this position. Knowledge of another official United Nations language is considered an advantage, enhancing communication capabilities within the diverse UN environment.

This position is subject to local recruitment, meaning that applicants must be authorized to work in Georgia. The appointment may be extended based on the availability of funds and the extension of the mandate. Candidates selected from outside the duty station will be responsible for their relocation expenses.
