Job Overview:
The Monitoring and Evaluation (M&E) / Knowledge Management Expert will play a crucial role in ensuring the effective implementation of significant grants aimed at improving the education sector in Mozambique. This position involves overseeing the M&E framework, ensuring that data-driven decision-making processes are in place, and leading knowledge management and learning initiatives. The expert will be responsible for capturing and analyzing lessons learned from program implementation and applying these insights to enhance educational policies and practices. The role requires a strategic approach to communication and collaboration with various stakeholders, including the Ministry of Education and Culture (MEC) in Mozambique, to ensure compliance with GPE and donor requirements. The expert will also contribute to the development and management of monitoring, evaluation, learning, and knowledge management processes, which are essential for the success of the education initiatives supported by GIZ.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation (M&E) / Knowledge Management Expert include:
  • Developing and implementing a comprehensive M&E framework aligned with GPE and GIZ standards, as well as Mozambique’s Education sector plan.
  • Designing and overseeing data collection methodologies, including surveys and focus group discussions, to ensure high-quality data.
  • Establishing and managing an M&E database and dashboard for continuous tracking of indicators.
  • Providing technical guidance to project staff and stakeholders on M&E processes.
  • Conducting regular project performance assessments and ensuring lessons learned inform future implementation.
  • Coordinating timely and accurate reporting to the Local Education Group (LEG) and preparing required reports for the GPE Secretariat.
  • Engaging with government and local education groups to assess grant impacts and facilitate joint problem-solving.
  • Developing and implementing a Knowledge Management strategy to document and disseminate key learnings.
  • Facilitating learning events and knowledge-sharing platforms to promote best practices in education sector transformation. 1
  • Collaborating with team members to translate M&E findings into actionable policy recommendations.

Required Qualifications:
The required qualifications for this position include:
  • A Master’s degree or equivalent in social sciences, statistics, education policy, public administration, development studies, or a related field.
  • Strong knowledge of quantitative and qualitative research methods, M&E frameworks, and impact assessment techniques.
  • Excellent analytical and reporting skills, with the ability to synthesize complex information clearly and concisely.
  • Fluency in Portuguese and English is mandatory, with proficiency in German being desirable.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as social sciences, statistics, education policy, public administration, or development studies. This educational background is essential for understanding the complexities of monitoring and evaluation in the context of international development projects.

Experience:
The position requires at least 10 years of professional experience in monitoring and evaluation, research, and knowledge management within international development projects. Candidates should have a strong understanding of education sector policies and programs, particularly in Sub-Saharan Africa. Specific experience in designing and implementing M&E frameworks for large-scale programs is also required, along with experience in organizational learning and capacity building.

Languages:
Fluency in Portuguese and English is mandatory for this position, as effective communication with local stakeholders and international partners is crucial. Proficiency in German is considered a valuable asset, enhancing the candidate's ability to engage with diverse teams and stakeholders.
