Job Overview: The Project Manager for the PBF project will be stationed at the UNFPA Country Office in Guinea-Bissau. This role is pivotal in facilitating the execution of the PBF project, which aims to enhance reproductive health services and address critical issues such as maternal mortality and gender-based violence. The Project Manager will work under the guidance of the UNFPA Representative and will be responsible for ensuring that project objectives are met in a timely and efficient manner. This includes overseeing project implementation, managing resources, and ensuring compliance with UNFPA policies. The Project Manager will also play a key role in building partnerships with stakeholders, mobilizing resources, and ensuring that project activities align with the strategic goals of UNFPA. Duties and Responsibilities: The Project Manager will have a comprehensive set of responsibilities, including but not limited to: overseeing the implementation of project activities, ensuring compliance with UNFPA policies and procedures, managing project budgets and resources, preparing annual work plans, and facilitating project steering committee meetings. The Project Manager will also be responsible for drafting terms of reference for consultants, maintaining communication with team members and stakeholders, and monitoring project progress against established timelines and objectives. Additionally, the Project Manager will assess project impacts, prepare reports for UNFPA and donors, and ensure that gender considerations are integrated into all project activities. The role requires effective management of project staff and consultants, as well as the ability to identify and mitigate risks associated with project implementation.
Required Qualifications: Candidates must possess a master's degree in Business Administration, Economics, Social Sciences, or a related field. A first-level university degree (Bachelor’s Degree) in a relevant area, combined with additional relevant experience, may also be considered. Candidates should have a minimum of 3 years of progressive experience in project management, business administration, or a related field, with a focus on planning, monitoring, and stakeholder coordination. Strong knowledge of the political and socio-economic context of Guinea-Bissau is essential, along with previous experience working with government institutions and communities. Familiarity with UNFPA rules and regulations is an advantage, as is the ability to effectively manage budgets and work collaboratively with diverse groups.
Educational Background: The educational background required for this position includes an advanced university degree (master's degree) in Business Administration, Project Management, Economics, Public Administration, or a related field. Alternatively, a first-level university degree (bachelor's degree) in a relevant area, combined with at least two additional years of relevant experience, may be accepted in lieu of the advanced degree. Candidates with additional professional certifications related to project management will be viewed favorably.
Experience: The position requires a minimum of 3 years of relevant experience for candidates with a master's degree, or 5 years for those with a bachelor's degree. This experience should include progressive responsibilities in project management, business administration, or related fields, with a strong emphasis on planning, monitoring, reporting, and coordination with stakeholders. Experience working in the context of international development, particularly in Guinea-Bissau or similar environments, is highly desirable.
Languages: Fluency in Portuguese is mandatory for this position. Additionally, candidates should have an excellent command of written and spoken English or French. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of reports and documentation.
Additional Notes: This position is a full-time role with a regular contract type, specifically an Individual Consultancy. The duration of the contract is one year, with the possibility of renewal based on performance and project needs. The position is open exclusively to nationals of Guinea-Bissau, and it is non-rotational. The Project Manager will be expected to work closely with various stakeholders, including government officials, NGOs, and other partners, to ensure the successful implementation of the PBF project.
