Job Overview:
The National Humanitarian Programme Coordinator will play a crucial role in the planning, implementation, monitoring, and evaluation of UNFPA's humanitarian response in the Philippines. This position requires maintaining collaborative relationships with national and local government entities, non-governmental organizations, civil society, and other UN agencies. The coordinator will provide technical guidance to implementing partners and ensure that UNFPA's mandate is integrated into humanitarian responses. Reporting directly to the Assistant Representative and working closely with various program units, the coordinator will oversee the effective management of humanitarian interventions, ensuring that they align with UNFPA's strategic goals and respond effectively to the needs of disaster-affected populations. The role involves significant travel to disaster-affected areas, emphasizing the importance of on-the-ground coordination and support.

Duties and Responsibilities:
The duties and responsibilities of the National Humanitarian Programme Coordinator include coordinating updates and strategic planning for UNFPA's humanitarian program, ensuring representation at relevant coordination meetings, establishing working groups for Sexual and Reproductive Health (SRH) and Gender-Based Violence (GBV), and liaising with other sectors to promote collaboration. The coordinator will also conduct assessments to inform programming needs, manage humanitarian teams in disaster-affected areas, track interventions, and provide updates to senior management. Additionally, the coordinator will engage with community organizations, ensure the integration of protection measures, and support resource mobilization initiatives. The role requires a proactive approach to communication, including preparing advocacy materials and reports for stakeholders and donors.

Required Qualifications:
Candidates must possess a Master's Degree in Public Health, Medicine, Health Sciences, Gender Studies, Social Sciences, or a related field, along with at least two years of relevant experience. Essential qualifications include demonstrated experience in program/project planning, monitoring, and evaluation, as well as strong results-based management skills. Desirable qualifications include experience in implementing SRH and GBV initiatives in emergencies, familiarity with working with young people in crisis contexts, and knowledge of the UN system.

Educational Background:
A Master's Degree is required for this position, with a focus on fields such as Public Health, Medicine, Health Sciences, Gender Studies, or related Social Sciences. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to effectively manage humanitarian programs and respond to the complex needs of affected populations.

Experience:
The position requires at least two years of applicable experience in program/project planning, monitoring, and evaluation. Candidates with experience in humanitarian or crisis contexts, particularly in implementing Sexual and Reproductive Health and Gender-Based Violence initiatives, will be preferred. Familiarity with the UN system and its operations will also be advantageous.

Languages:
Fluency in English and Filipino is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in the context of engaging with diverse communities and stakeholders in humanitarian settings.

Additional Notes:
This is a full-time, fixed-term appointment for an initial duration of 12 months, with the possibility of renewal subject to the availability of funds. The position is non-rotational and is open only to nationals of the Philippines. The role involves frequent travel to disaster-affected areas, emphasizing the need for flexibility and adaptability in response to evolving humanitarian needs.
