Job Overview: The Monitoring, Evaluation and Learning Officer will play a crucial role in ensuring compliance with NRC's policies, tools, manuals, and guidelines in the area of Monitoring, Evaluation, and Learning (MEL). This position is responsible for the technical implementation of project activities, ensuring quality control and monitoring of project activities, and documenting technical activities. The officer will provide specific technical support and training to project staff, analyze technical data, and offer feedback to NRC leaders in coordination forums. The role also involves evaluating and documenting ideas for technical improvements and exploring new assistance methods to ensure that project activities target the most vulnerable participants. The officer will promote the rights of internally displaced persons and returnees in line with advocacy strategies.
Duties and Responsibilities: The duties and responsibilities of the Monitoring, Evaluation and Learning Officer include ensuring the execution of assigned activities in designated intervention areas according to established quality parameters for programs and minimum monitoring and evaluation standards. The officer will support the implementation of MEL processes for NRC's humanitarian programs, develop data collection tools and methodologies, and ensure high-quality information by guaranteeing accurate data collection, entry, and analysis. Responsibilities also include reviewing and managing data at each stage of the pre and post-delivery process of goods and services to program participants, ensuring proper data collection in studies conducted by NRC or as part of consortium responses, and monitoring compliance with activities during program implementation. The officer will coordinate with program staff, consortia, or implementing partners on key MEL activities and support post-distribution monitoring processes for cash transfer programs. Regular documentation and communication of project progress, identified challenges, improvement actions, and lessons learned are also essential. The officer will review project indicators according to MEL guidelines and ensure continuous follow-up on feedback and observations collected from monitoring, evaluation, and accountability processes.
Required Qualifications: The required qualifications for this position include a professional background in social sciences, social work, economics, business administration, systems engineering, industrial engineering, or a related field in information management. Candidates should have at least one year of relevant experience in similar positions within humanitarian organizations, particularly in monitoring, evaluation, and learning. Experience in humanitarian response programs, especially cash transfers and non-food item distribution, is essential. Candidates should also have experience working in complex and volatile contexts, supporting MEL strategies, and producing statistically and qualitatively relevant surveys. Familiarity with multicultural environments and knowledge of key actors involved in the economic stabilization process for vulnerable and migrant populations is highly valued. Experience working with migration flows will be considered an asset.
Educational Background: Candidates must possess a degree in social sciences, social work, economics, business administration, systems engineering, industrial engineering, or a related field that supports information management. A strong educational background in these areas is crucial for understanding the complexities of monitoring, evaluation, and learning in humanitarian contexts.
Experience: The position requires at least one year of relevant experience in similar roles within humanitarian organizations. Candidates should have demonstrated experience in monitoring, evaluation, and learning, particularly in humanitarian response programs. Experience in fieldwork related to MEL in humanitarian or social projects is essential, as is experience in supporting the implementation of MEL strategies and producing relevant surveys.
Languages: A basic knowledge of English is required for this position. While English is not mandatory, it is considered beneficial for communication and collaboration in a multicultural environment. Proficiency in Spanish is essential, as it is the primary language of communication in Ecuador.
