Job Posting Organization:
The Office of Internal Oversight (OIO) is a crucial entity within the International Civil Aviation Organization (ICAO), tasked with ensuring effective, efficient, and economical management of the organization. Established to assist the Secretary General, OIO provides independent assurance and advice through internal audits, evaluations, and oversight assignments. The organization focuses on enhancing governance, risk management, and control processes, ensuring accountability in the use of resources according to the approved Budget and Business Plan. OIO operates globally, contributing to the improvement of program management and the achievement of results across various countries.

Job Overview:
The Evaluation Consultant will play a pivotal role in assessing ICAO’s progress in the Economic Development of Air Transport Strategic Objective. This position involves evaluating the relevance, coherence, effectiveness, and efficiency of ICAO’s strategies, programs, and projects related to economic development in air transport. The consultant will be responsible for conducting evaluations in accordance with the United Nations Evaluation Group (UNEG) Norms and Standards, ensuring that the evaluations are thorough and provide actionable insights. The consultant will work closely with the Evaluation Specialist and key stakeholders to develop an inception report and data collection tools, collect and analyze data, and prepare comprehensive evaluation reports with recommendations for improvement.

Duties and Responsibilities:
The Evaluation Consultant will undertake several key functions: 1) Develop and finalize the Inception report and data collection tools, ensuring they are evidence-based and useful. 2) Collect and analyze data for the evaluation by reviewing relevant documents, conducting interviews, and utilizing various data collection methods. 3) Prepare the evaluation report, incorporating feedback and ensuring it addresses all evaluation questions. 4) Perform other related duties as assigned, contributing to the overall success of the evaluation process. The consultant will be expected to deliver high-quality results within strict deadlines, including draft and final reports, summary notes, and presentations of findings.

Required Qualifications:
Candidates must possess an advanced university degree (Masters’ degree or equivalent) in fields such as transport economics, aviation, evaluation, economics, management, or social sciences. Alternatively, a first-level university degree combined with additional qualifying experience may be accepted. Essential qualifications include a minimum of 10 years of professional experience in evaluation, particularly in economic/air transport policies and programs, strong policy analysis skills, and familiarity with the UN system. Excellent communication, report writing, and analytical skills are also required, along with the ability to deliver quality results under tight deadlines.

Educational Background:
An advanced level university degree (Masters’ degree or equivalent) in transport economics, aviation-related fields, evaluation, economics, management, social science, or a related discipline is required. A first-level university degree may be accepted if accompanied by additional years of relevant experience. This educational background is essential for understanding the complexities of air transport economics and evaluation methodologies.

Experience:
The position requires a minimum of 10 years of professional experience in evaluation, specifically related to economic and air transport policies, strategies, and programs. Candidates should have demonstrated experience in policy analysis and familiarity with engaging State Representatives and various governmental and non-governmental entities. Knowledge of Results-Based Management (RBM) systems and strong Monitoring and Evaluation (M&E) experience are crucial, along with a comprehensive understanding of the UN system and UNEG Norms and Standards for evaluation.

Languages:
Fluency in English is essential, with strong reading, writing, and speaking abilities required. A working knowledge of a second language from the Organization's languages (Arabic, Chinese, French, Spanish, or Russian) is desirable, enhancing communication capabilities within the international context of the role.

Additional Notes:
The selected consultant will be expected to adhere to the highest ethical standards and sign a Code of Conduct upon acceptance of the assignment. The evaluation will be conducted in accordance with UNEG's Ethical Guidelines for Evaluations. The contract duration is from April 15 to September 30, 2025, encompassing 45 working days. This position is critical for ensuring that ICAO's strategies and programs are effectively evaluated and improved, contributing to the organization's overall mission.
