The Water, Environment and Climate (WEC) portfolio is part of the UNOPS Global Portfolio Office, based in Vienna with global offices. Job Overview:
The NDC Partnership in Country Facilitator role is designed to serve as the interface between the NDC Partnership and the Lao PDR government, facilitating coordination and communication among various stakeholders involved in climate action. The incumbent will work closely with the Ministry of Natural Resources and Environment, ensuring effective implementation of the NDC Partnership Plan. This position requires the incumbent to operate as a liaison, supporting the government in mobilizing resources and monitoring the implementation of the NDC. The role is critical in ensuring that the country meets its ambitious climate targets, including a 60% reduction in greenhouse gas emissions by 2030 and achieving net-zero emissions by 205
  • The position is home-based, requiring the use of personal equipment, and is a retainer contract for 12 months with a maximum of 220 working days, with potential for extension based on performance and funding availability.

Duties and Responsibilities:
The incumbent will be responsible for a variety of tasks, including coordinating communication with key stakeholders, facilitating periodic coordination meetings, and ensuring that all relevant information regarding the NDC Partnership is shared effectively. They will collaborate with the NDC Partnership Support Unit to manage and update the Partnership Plan, identify implementing partners, and document changes in the operating context. The role also involves mobilizing resources for NDC implementation, tracking progress, and preparing quarterly reports summarizing insights and recommendations. Additionally, the incumbent will support the government in organizing NDC-related events and dialogues, ensuring that the country is well-prepared for international climate negotiations and showcases its progress effectively.

Required Qualifications:
Candidates must possess a master's degree in public policy, development, climate change, natural resource management, environmental management, or a related field. Alternatively, a bachelor's degree combined with at least two additional years of relevant work experience is acceptable. The role requires a minimum of five years of experience in climate change, project management, and stakeholder engagement, particularly in relation to NDCs. Familiarity with multilateral governance processes and experience in facilitating NDC implementation are considered assets. Strong communication skills and proficiency in MS Office are essential, along with a solid understanding of UNFCCC processes.

Educational Background:
A master's degree in a relevant field is preferred, but a bachelor's degree with additional relevant experience is also acceptable. The educational background should ideally include studies related to climate change, environmental management, or public policy, equipping the candidate with the necessary knowledge to engage effectively in climate action initiatives.

Experience:
The position requires at least five years of relevant experience in the public or private sector, focusing on climate change and project management. Candidates should have experience in governance processes related to climate change and NDCs, with a preference for those who have facilitated NDC implementation. Knowledge of the local context and experience in fostering networks with senior leaders and stakeholders are highly valued.

Languages:
Proficiency in Laotian is mandatory, as it is essential for effective communication with local stakeholders. Proficiency in English is also required, enabling the incumbent to engage with international partners and contribute to global climate discussions.

This is a local position, and candidates must be nationals of Laos or hold a valid residence permit. The contract is for 12 months, with a maximum of 220 working days, and there is a possibility of extension based on performance and funding availability.
