Job Overview: The National Information SystemManagement Specialist is responsible for enhancing, implementing, and maintaining the Climate Finance Monitoring, Reporting, and Verification (CFMRV) information system. This role includes supporting the development of digital training modules to ensure widespread access to capacity-building resources. The specialist will assess existing systems, design improvements, and ensure data security" style="border-bottom: 1px dotted #007bff !important;">security and integration with government IT infrastructure. The position also involves training staff on data management and developing online training programs related to climate finance and GCF programming.
Duties and Responsibilities: The duties of the National Information System Management Specialist include assessing the existing CFMRV system, designing and implementing system improvements, developing data validation mechanisms, improving data entry forms and reporting templates, ensuring system compatibility with government infrastructure, preparing system documentation, establishing maintenance protocols, designing and delivering training for technical assistants, developing online training programs, maintaining the NDA/MAE website, coordinating with project stakeholders, and producing project reports.
Educational Background: The educational background required for this position includes a Master's degree in a relevant field such as Information Technology, Computer Science, or Management Information Systems. Additional professional certifications in database management or web development are considered an asset.
Experience: Candidates should have at least 7 years of professional experience in database management, information systems development, and programming. Experience working with governmental or international organizations, particularly in the context of climate finance or environmental management, is highly advantageous.
Languages: Fluency in English is mandatory, particularly for reporting and documentation. A working knowledge of the Lao language is also required, as training materials and communication will be conducted in both languages.
