Job Overview:
The National Consultant - Finance Support position is designed to enhance the effective management of the UNFPA program through comprehensive finance management. The consultant will collaborate closely with both the program and finance teams to ensure that financial resources are planned, implemented, and reported in a timely manner. The role involves supporting the management and coordination of the Harmonized Approach to Cash Transfers (HACT) assurance activities, which are crucial for maintaining financial integrity and accountability within the organization. The consultant will be expected to engage in various financial tasks, including processing payments, conducting reconciliations, and preparing financial reports for donors, thereby playing a vital role in the financial operations of the UNFPA.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include but are not limited to: processing vouchers for payment in accordance with UNFPA Financial Rules and Regulations; ensuring the accuracy of charts of accounts and computations with complete supporting documents; conducting monthly reconciliations of accounts and reporting discrepancies; reviewing Implementing Partner (IP) work plans against finance operational review checklists; monitoring Operating Fund Accounts (OFA) and providing updates to the Senior Management Team (SMT); assisting in the preparation of donor financial reports; facilitating mid-year and year-end account closure processes; supporting the development and implementation of the annual HACT assurance plan; coordinating with the program team and auditors for timely execution of HACT activities; analyzing IP HACT assurance results; monitoring IPs' implementation of corrective measures; and providing support to IPs on financial management of UNFPA funds.

Required Qualifications:
The position requires a first-level university degree, preferably in business administration, office management, accounting, finance, or other relevant fields. A Certified Public Accountant (CPA) designation is considered an advantage. Candidates must possess at least five years of relevant experience in finance management, demonstrating strong attention to detail and analytical skills. Fluency in both oral and written English is essential, and familiarity with the UN system is a valuable asset. Core competencies include integrity, commitment, cultural sensitivity, and the ability to build and manage relationships effectively.

Educational Background:
Candidates must hold a first-level university degree in a relevant field such as business administration, office management, accounting, or finance. A CPA qualification is advantageous, indicating a higher level of expertise in financial matters. This educational background is crucial for understanding the complexities of finance management within the context of UNFPA's operations.

Experience:
The position requires a minimum of five years of relevant experience in finance management. This experience should encompass a range of financial tasks, including budgeting, financial reporting, and compliance with financial regulations. Languages:
