Job Overview: The Senior Criminal Justice Consultant will play a crucial role in developing and delivering tailored training materials and workshops focused on combating trafficking in persons and related issues. This position requires a deep understanding of labor inspection reporting, border security, and legal adaptation concerning trafficking cases. The consultant will work closely with the OGCCR Programme Management Officer and other experts to ensure effective training sessions are conducted both virtually and in-person. The role is home-based but involves missions to various locations, including the UAE and Saudi Arabia, to facilitate training workshops aimed at enhancing the capabilities of local authorities in addressing trafficking in persons.
Duties and Responsibilities: The consultant will be responsible for the following tasks:
Preparation and delivery of one virtual training workshop on Labor Inspection Reporting on Trafficking in Persons Cases.
Preparation and delivery of one in-person training workshop on Combating Forced Labour as a form of Trafficking in Persons.
Preparation and delivery of one virtual training workshop on Border Security and Combating Trafficking in Persons.
Preparation and delivery of one virtual training workshop on Decent Work in Global Supply Chains.
Preparation and delivery of one virtual training workshop on The Mechanism for Examining Deportees' Documents.
Preparation and delivery of one in-person training workshop on Legal Adaptation of Trafficking in Persons Cases. The consultant will also be expected to coordinate with relevant colleagues and experts to ensure the training is aligned with international standards and best practices.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in law, criminology, or related social sciences. Alternatively, a first-level university degree in similar fields, combined with two years of qualifying experience, may be accepted. Additionally, candidates should have at least seven years of professional experience in the prosecution or judiciary field, with a strong emphasis on human rights-based approaches within the criminal justice system. Knowledge of international human rights instruments and the legal framework concerning trafficking in persons is also required.
Educational Background: An advanced university degree (Master’s degree or equivalent) in law, criminology, or other related social sciences is required for this position. A first-level university degree in similar fields, along with two years of additional qualifying experience, may be accepted in lieu of the advanced degree. This educational background is essential to ensure the consultant has the necessary theoretical and practical knowledge to effectively address the complexities of trafficking in persons and related legal issues.
Experience: Candidates should have a minimum of seven years of professional experience in the prosecution or judiciary field, or related areas. This experience should include practical involvement in mainstreaming human rights-based approaches through the criminal justice system. Familiarity with the core international human rights instruments and standards in crime prevention and criminal justice is also desirable, as is working experience in the GCC and/or MENA countries.
Languages: Fluency in English and Arabic is required for this position, as these are the primary working languages. Additionally, knowledge of French is beneficial, as it is one of the working languages of the United Nations Secretariat. Proficiency in another United Nations official language would be considered an advantage, enhancing the consultant's ability to communicate effectively in a diverse international environment.
Additional Notes: The position is home-based with missions planned to various locations, including Sharjah, UAE, and Riyadh, Saudi Arabia, during the specified mission dates. The expected duration of the consultancy is from April 21, 2025, to November 30, 2025, encompassing 29 working days.
