Job Overview:
The National Professional Officer (Administration) position is crucial for the effective functioning of the FAO's Subregional Office for the Gulf Cooperation Council States and Yemen. This role involves providing comprehensive administrative support to the office's program and project activities, ensuring that all administrative processes are executed efficiently and in compliance with FAO policies. The officer will be responsible for planning, organizing, and coordinating the office's administrative services, which includes managing personnel administration, financial management, and accounting. The position requires a proactive approach to monitoring the implementation of collaborative programs and ensuring that all administrative tasks align with the organization's strategic objectives.

Duties and Responsibilities:
The duties and responsibilities of the National Professional Officer (Administration) include:
  • Planning, organizing, and coordinating the office's administrative services to ensure smooth operations.
  • Providing administrative support in the implementation of FAO collaborative programs and monitoring their progress.
  • Developing and implementing procedures and systems for a full range of administration-related processes, including personnel management.
  • Managing and supervising the administrative team to ensure effective performance.
  • Reviewing and analyzing data from various sources, including FAO's corporate systems and databases, to inform decision-making.
  • Preparing financial reports and budgetary estimates for projects, ensuring proper accounting and control of budgetary allocations.
  • Processing payments and liaising with local banks and financial institutions to manage financial transactions.
  • Overseeing the office's financial and administrative correspondence and filing systems.
  • Monitoring the receipt of government contributions and ensuring compliance with procurement and customs clearance processes. 1
  • Ensuring adherence to the organization's security guidelines and operational standards.

Required Qualifications:
Candidates must meet the following qualifications:
  • Must be a national of the country of assignment.
  • An advanced university degree (Master’s degree or equivalent) in business or public administration or a related field.
  • A minimum of three years of relevant experience in office management, administration, accounting, and/or audit, budget, or finance.
  • Proficiency in English and Arabic at a working knowledge level (level C).

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in a field related to business or public administration. This educational foundation is essential for understanding the complexities of administrative processes and financial management within the context of international organizations.

Experience:
The position requires a minimum of three years of relevant experience in office management, administration, accounting, and/or audit, budget, or finance. Candidates with experience in multiple locations or areas of work, particularly in field positions, are preferred. Supervisory experience is also highly desirable, as the role involves managing an administrative team.

Languages:
The mandatory languages for this position are English and Arabic, with a working knowledge (proficiency - level C) required in both languages. Proficiency in additional languages may be considered an asset but is not mandatory.
