Job Overview: The National Consultant - Finance Support position is designed to enhance the effective management of the UNFPA programme through comprehensive finance management. The consultant will collaborate closely with both the programme and finance teams to ensure that financial resources are planned, implemented, and reported in a timely manner. The role involves supporting the management and coordination of the Harmonized Approach to Cash Transfers (HACT) assurance activities, which are crucial for maintaining financial integrity and accountability within the organization. The consultant will be expected to engage in various financial processes, ensuring compliance with UNFPA's financial rules and regulations while also contributing to the overall financial health of the organization.
Duties and Responsibilities: The consultant will be responsible for a range of duties including processing vouchers for payment in accordance with UNFPA Financial Rules and Regulations, ensuring the accuracy of charts of accounts and computations, and conducting monthly reconciliations of accounts. They will also review implementation plans against financial operational review checklists to ensure compliance and accuracy. Monitoring the Operating Fund Accounts (OFA) and providing updates to senior management and relevant staff is also a key responsibility. The consultant will assist in the preparation of donor financial reports and facilitate mid-year and year-end account closure processes. Additionally, they will support the development and implementation of the annual HACT assurance plan, coordinate with the programme team and auditors for timely execution of planned activities, and analyze results from HACT assurance activities to inform management approaches and capacity building. The consultant will also monitor the implementation of corrective measures resulting from assurance activities and provide support to implementing partners (IPs) on financial management of UNFPA funds.
Required Qualifications: Candidates must possess a first-level university degree, preferably in business administration, office management, accounting, finance, or other relevant fields. A Certified Public Accountant (CPA) designation is considered an advantage. The position requires at least five years of relevant experience in finance management, demonstrating a strong attention to detail and analytical skills. Fluency in both oral and written English is essential, and familiarity with the UN system will be an asset. Candidates should also exhibit core competencies such as integrity, commitment, cultural sensitivity, and the ability to build and manage relationships effectively.
Educational Background: The educational background required for this position includes a first-level university degree in fields such as business administration, office management, accounting, finance, or other relevant disciplines. The position is full-time, requiring the consultant to work Monday through Friday. Services will be delivered at the UNFPA Country Office located in Mandaluyong, Metro Manila. The consultant will be required to submit a monthly accomplishment report along with a certification of payment detailing the work completed and any challenges encountered by the 5th of each month. Occasional travel may be necessary for workshops or visits to implementing partners.
