Job Overview:
The HR Associate, Client Services will play a crucial role in providing administrative support throughout the employee lifecycle, ensuring that high-quality HR services and programs are delivered to clients in both the Regional Office and Country Offices. This position requires collaboration with the HR Business Partner (HRBP) and Regional HR Analyst/Specialist to manage recruitment processes, onboarding, and offboarding of staff, as well as maintaining HR data and records. The HR Associate will also support the implementation of learning and performance management practices, ensuring that staff are equipped with the necessary tools and knowledge to succeed in their roles. This position is vital for maintaining compliance with UNFPA's HR policies and procedures, and for fostering a positive work environment that reflects the organization's values of integrity, diversity, and gender equality.

Duties and Responsibilities:
The HR Associate will be responsible for a variety of tasks, including:
  • Providing HR administrative support for recruitment processes, including vacancy announcements, interview logistics, and onboarding/offboarding procedures.
  • Maintaining HR files and records in a secure manner, ensuring compliance with UNFPA policies.
  • Supporting the interpretation and analysis of HR data to inform decision-making.
  • Assisting in the implementation of performance management practices and facilitating the performance appraisal process.
  • Administering HR Client Services and policies, providing information to management and staff on HR strategies and regulations.
  • Supporting the delivery of learning and development activities, coordinating training needs, and responding to staff queries.
  • Preparing documents and reports for management meetings and ensuring successful execution of HR initiatives.
  • Serving as a focal point for consultant management and providing guidance on related policies.
  • Monitoring contractual status of staff and advising on appointments, extensions, and separations. 1
  • Collaborating with the HR Regional team to enhance the competencies of clients and stakeholders through capacity-building initiatives.

Required Qualifications:
Candidates must possess a minimum of 6 years of progressively responsible HR and/or administrative experience. Proficiency in using computers and office software packages, such as MS Word and Excel, is essential. Experience with web-based management systems is also required. Candidates should demonstrate a commitment to UNFPA's values and principles, including integrity, cultural diversity, and accountability. Strong organizational and multitasking skills are necessary, along with the ability to manage documents, correspondence, and reports effectively. Candidates should be able to work collaboratively in teams and manage relationships with various stakeholders.

Educational Background:
A secondary education is required for this position. Additional certifications or training in human resources management or related fields would be advantageous and may enhance a candidate's qualifications.

Experience:
Candidates should have at least 6 years of relevant experience in HR and administrative roles, demonstrating a progressive responsibility in these areas. Experience in recruitment processes, HR data management, and performance management practices is highly desirable. Familiarity with UNFPA's policies and procedures, as well as experience in an international or multicultural environment, would be beneficial.

Languages:
Fluency in French is mandatory, and a working knowledge of English is desirable. Proficiency in additional languages may be considered an asset, particularly in enhancing communication with diverse stakeholders.
