Job Overview:
The Payroll System Manager at the OECD's International Service for Remunerations and Pensions (ISRP) will operate with a high level of autonomy, providing technical leadership and managing a small team to ensure the timely evolution of robust IT solutions tailored to ISRP-specific business needs. The role involves overseeing the design, installation, management, and evolution of payroll and accounting applications, ensuring optimal maintenance of existing applications, and managing infrastructure security" style="border-bottom: 1px dotted #007bff !important;">security. The manager will also coordinate with various departments to deliver robust database services and maintain strong relationships with service providers, applying new techniques and trends to ensure service evolution.
Duties and Responsibilities:
The Payroll System Manager will be responsible for delivering, monitoring, and ensuring the technological evolution of secure and reliable IT solutions for ISRP payroll systems. This includes overseeing the design and management of payroll and accounting applications, ensuring optimal functioning of accounting solutions, and administering HR Access infrastructure. The manager will develop and document computer procedures for data input, establish and review procedures for application integrity and security, and draft end-user documentation. Additionally, the manager will lead the IT Support Unit payroll and accounting staff, manage third-party supplier relations, and stay updated on industry trends to foster continuous improvement in ISRP systems and processes.
Required Qualifications:
Candidates must possess an advanced university degree in information technology or a related discipline, or equivalent practical experience. A minimum of eight years of relevant professional experience is required, including delivery and support of secure administrative and financial IT solutions. Candidates should have proven experience in analyzing complex information, identifying problems, and proposing risk-mitigation solutions. Knowledge of IT project management methodologies and experience in guiding staff in a matrixed organizational structure are also essential. Familiarity with current and emerging technologies and industry trends is highly desirable.
Educational Background:
An advanced university degree in information technology or a related field is required. Equivalent practical experience may also be considered. Candidates should have a strong understanding of IT project management methodologies and frameworks, as well as a broad knowledge of current technologies and best practices in the field.
Experience:
The ideal candidate should have at least eight years of relevant professional experience, particularly in the delivery, monitoring, and support of secure and optimized administrative and financial IT solutions. Experience in an international and cross-cultural setting is preferable, along with a proven ability to analyze complex information and manage staff and contractors effectively.
Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, with knowledge of the other language being essential. Candidates should demonstrate a commitment to achieving a good working level in the second language.
Additional Notes:
This position offers an open-ended contract with a monthly salary starting at 7,644.78 EUR, plus allowances based on eligibility, and is exempt from French income tax.
