Job Overview: The Human Resources Officer position is a critical role within the ILO's Regional Office for Africa, located in Abidjan. The incumbent will be responsible for providing comprehensive professional services in human resources management across the region. This includes the design, delivery, and administration of a wide range of HR services aimed at improving work methods and procedures at the regional level. The role requires a high degree of autonomy in executing assigned tasks, with a focus on efficiency, effectiveness, and customer service. The officer will work closely with the Regional Human Resources Coordinator and will be expected to contribute to the daily management of the unit, ensuring that HR services align with the organization's policies and procedures.
Duties and Responsibilities:
Provide significant professional services to the supervisor for delivering a comprehensive range of HR services across the region. Assist in the daily management of the work unit and monitor the work of HR staff and other support personnel.
Prepare official documents, reports, information notes, guidance documents, and standard operating procedures related to HR processes and actions.
Ensure the accuracy and relevance of various HR actions undertaken by HR staff and approve actions in the integrated management system (IMS) as per delegated authority.
Conduct research and analyze data from various sources, preparing analytical reports for management.
Propose initiatives to standardize HR processes and best practices across regional offices.
Assess the efficiency and effectiveness of work methods and processes, recommending improvements as necessary.
Assist in identifying training needs in the region and develop, plan, and implement learning strategies and talent management initiatives.
Promote the use of talent management systems and other HR management tools to ensure compliance across the region.
Conduct job classification reviews and audits, preparing reports on classification findings and recommending appropriate grades. 1
Monitor and coordinate recruitment activities assigned to the officer, representing HR in selection panels and preparing reports for review. 1
Stay updated on HR policies, practices, and processes, providing guidance to staff and management on relevant regulations. 1
Represent the work unit in regional and local inter-agency coordination meetings on HR matters, preparing notes on key points and following up as needed. 1
Undertake missions to other offices or project sites as required by the functions and responsibilities of the position. 1
Perform other relevant tasks as requested.
Required Qualifications: The ideal candidate must possess a university degree (bachelor's or equivalent) in a field related to the nature of the job. A minimum of three years of professional experience in human resources management is required, along with experience in using an integrated management system (IMS), particularly in HR-related modules. Candidates should have a strong understanding of HR principles and concepts, including conflict resolution and professional relations practices. Knowledge of UN common system policies in HR and familiarity with ILO programs and activities are also essential. Candidates must demonstrate strong research and analytical skills, as well as the ability to draft reports and documents effectively.
Educational Background: Candidates must hold a university degree (bachelor's or equivalent) in a relevant field. In cases where candidates do not possess a university degree, equivalent professional experience may be considered. For instance, candidates with completed secondary education may qualify with six years of relevant professional experience, or with a post-secondary diploma and four years of relevant experience.
Experience: Candidates should have at least three years of professional experience in human resources management. Experience with integrated management systems (IMS) is particularly valuable, especially with modules related to HR functions. The role requires a solid understanding of HR practices and the ability to manage various HR processes effectively.
Languages: Fluency in French is mandatory, with practical knowledge of English being an asset. Candidates should possess excellent communication skills in both languages to effectively interact with diverse stakeholders.
Additional Notes: This position is a fixed-term contract and is classified at the NOB grade level.
