The office plays a crucial role in creating an interoperable data ecosystem to support the effective use of beneficiaries’ personal data during humanitarian responses, particularly through the development of the BRaVe registration system.
Job Overview: The Information Management Officer (BRaVe System Development) will be responsible for developing various modules of the BRaVe system, which is designed to manage the end-to-end operation of safe, secure, and responsible registration processes for humanitarian responses. The incumbent will work under the supervision of the Programme Officer (IDP Registration) and the Information Management Officer (BRaVe System Development). Key functions include supporting requirements gathering, analysis, design, development, testing, training, evaluation of user satisfaction, and rollout of the BRaVe System. The role also involves implementing quality assurance measures, deploying the system, troubleshooting issues, and ensuring compliance with IOM policies, particularly regarding data protection and ICT standards. The officer will document and deliver user manuals and training programs, monitor system performance, and contribute to capacity-building initiatives.
Duties and Responsibilities:
Support the requirements gathering, analysis, design, development, testing, training, evaluation of user satisfaction, and rollout of the BRaVe System.
Develop BRaVe modules and implement quality assurance measures to achieve expected outputs.
Deploy the BRaVe system, conduct testing, troubleshoot issues, and release software updates in coordination with teams.
Facilitate the implementation of IOM policies and standards, particularly data protection and ICT policies.
Document, develop, and deliver user manuals and training programs for databases and systems.
Monitor performance of databases and systems to minimize downtime, plan for upgrades, and assist with backups.
Design and deliver capacity-building initiatives.
Produce regular progress reports on key performance indicators.
Conduct data validation and cross-checking for reliable data migration. 1
Assist in training and skills development for BRaVe users and admins. 1
Identify and troubleshoot bottlenecks in processes. 1
Undertake duty travel as necessary. 1
Perform any other duties assigned.
Required Qualifications:
Bachelor’s degree in Computer Science or a related field from an accredited institution with at least 3 years of work experience; or a high school diploma with at least five years of relevant work experience.
Technical capacity in systems analysis, development, and programming using Microsoft .NET/C#, ASP.NET, and/or ASP.NET MVC, along with JavaScript, HTML, and jQuery.
Proficiency with SQL and Microsoft SQL Server, including designing and maintaining relational databases.
Ability to meet deadlines and work under pressure, and to collaborate effectively with colleagues from diverse backgrounds.
Educational Background: Candidates must possess a Bachelor’s degree in Computer Science or a related field from an accredited academic institution. Alternatively, a high school diploma with at least five years of relevant work experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database.
Experience: Candidates should have at least 3 years of work experience in relevant fields if they hold a Bachelor’s degree, or a minimum of five years of experience if they have a high school diploma. Experience in managing data collection, entry, maintenance, and database management is essential, while experience in developing case management systems is considered desirable.
Languages: Fluency in English is required for all applicants, both oral and written. IOM’s official languages include English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for 24 months. This post is subject to local recruitment, and only candidates holding a valid residence and work permit for Kenya will be considered.
