Job Overview: The Senior Monitoring and Evaluation Associate will play a crucial role in supporting the implementation of monitoring and evaluation activities within the IOM mission in Guinea. This position requires close collaboration with various departments and the regional monitoring and evaluation unit in Dakar. The selected candidate will be responsible for designing and deploying monitoring and evaluation tools specific to projects, ensuring the overall quality of monitoring and evaluation mechanisms. The role involves conducting field visits to beneficiaries and project sites to collect data, coordinating data collection with sub-offices and teams, and ensuring compliance with institutional data collection procedures. The associate will also analyze monitoring and evaluation data, report any gaps in implementation, and provide strategic insights to improve programs and projects. Additionally, the candidate will prepare terms of reference for evaluations and coordinate with stakeholders to support monitoring and evaluation activities.
Duties and Responsibilities:
Support the implementation of monitoring and evaluation activities, including managing complaint and feedback mechanisms.
Design and deploy monitoring and evaluation tools for projects to ensure quality.
Conduct field visits to collect data from beneficiaries and project sites.
Coordinate data collection with sub-offices and ensure compliance with institutional procedures.
Analyze monitoring and evaluation data and report gaps to program managers.
Develop a monitoring and evaluation matrix and align project indicators with institutional frameworks.
Prepare terms of reference for evaluations and coordinate with stakeholders.
Support the development of strategic plans and ensure alignment with IOM's strategic framework.
Conduct documentary studies and contribute to new program development. 1
Represent the monitoring and evaluation unit at events and manage feedback mechanisms. 1
Contribute to internal and donor reports, ensuring alignment with indicators and standards. 1
Act as a focal point for the UN technical group on monitoring and evaluation. 1
Perform other tasks as assigned by the supervisor.
Required Qualifications:
University degree in monitoring and evaluation, statistics, project planning and management, business administration, or related social sciences from an accredited institution.
At least five years of experience in monitoring and evaluation, data collection, and analysis.
Certification in M&E or statistics is an advantage.
Proven knowledge and experience in monitoring and evaluation methods and data management.
Experience working in a multicultural environment with international organizations is an asset.
Educational Background: A university degree in monitoring and evaluation, statistics, project planning and management, business administration, or related social sciences from an accredited institution is required. Accredited universities are those listed in the UNESCO World Higher Education Database. A certification in monitoring and evaluation or statistics is considered an advantage.
Experience: The position requires a minimum of five years of relevant experience in monitoring and evaluation, data collection, and analysis. Candidates should have proven knowledge of monitoring and evaluation methods and experience in managing data and information. Experience in strategic planning within an organization and working in a multicultural environment with international organizations is highly desirable.
Languages: Proficiency in French and English is required, both orally and in writing. Knowledge of national languages will be considered an asset. IOM's official languages are English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Guinea will be considered.
