Job Overview: The Regional Planning, Monitoring and Evaluation (PM&E) Adviser plays a crucial role in providing technical advice and quality assurance for results-oriented planning, monitoring, reporting, and evaluation within the Arab States region. This position involves overseeing the evaluation and results-based management functions, ensuring compliance with UNFPA's Evaluation Policy and quality standards. The adviser collaborates closely with the Independent Evaluation Office and the Programme Division to enhance the effectiveness of regional and country-level programs. The role requires a commitment to fostering a culture of evidence-based management and ensuring that evaluation findings are integrated into programming decisions. The adviser will also be responsible for capacity development initiatives, promoting best practices in monitoring and evaluation, and ensuring that all staff are well-versed in UNFPA's policies and procedures.
Duties and Responsibilities: The Regional PM&E Adviser will be responsible for a variety of strategic and operational tasks, including:
Supporting the formulation of the Regional Programme by analyzing evaluative evidence and ensuring that evaluation findings are integrated into programming.
Overseeing the planning, monitoring, and reporting processes for regional and country programs, ensuring robust results frameworks are in place.
Conducting capacity-building initiatives to enhance the skills of PM&E officers and staff in the region.
Leading the development and implementation of regional evaluation strategies, including innovative methodologies and tools.
Advising senior management on evaluation planning, funding, and staffing arrangements.
Ensuring quality assurance for evaluations conducted by country offices and providing technical support as needed.
Promoting the dissemination of evaluation results and lessons learned to inform future programming and decision-making.
Collaborating with various stakeholders, including UN partners and evaluation networks, to strengthen evaluation capacities across the region.
Required Qualifications: Candidates must possess a Master's degree (or equivalent) in public health, social science, demography, gender, economics, international relations, international development, public administration, management, or a related field. Additional training in monitoring and evaluation is considered an asset. Applicants should have at least 10 years of progressively responsible professional experience in international development, with a minimum of five years at the international level. Relevant experience in managing complex evaluations, particularly at the regional or country level, is essential. A strong track record of innovative leadership in evaluation management and a deep understanding of global and regional geopolitical issues relevant to UNFPA's mandate are required. Candidates should also demonstrate excellent analytical, communication, and organizational skills, as well as proficiency in various computer and information systems.
Educational Background: A Master's degree or equivalent in a relevant field such as public health, social science, demography, gender, economics, international relations, international development, public administration, or management is required. Additional training in monitoring and evaluation is advantageous and will enhance a candidate's profile for this position.
Experience: The position requires a minimum of 10 years of professional experience in international development, with at least five years of experience at the international level. Candidates should have substantial experience in managing evaluations, particularly in complex regional or country programs, and should demonstrate a strong ability to produce high-quality evaluations. Experience working within the United Nations system or other multilateral organizations is highly desirable, as is familiarity with UNFPA's transformative areas.
Languages: Fluency in English is mandatory, while knowledge of other official UN languages, particularly Arabic and/or French, is desirable. Proficiency in these languages will enhance communication and collaboration within the diverse teams and stakeholders involved in UNFPA's work.
