Job Overview: The National NDC Coordinator will play a pivotal role in supporting the Ministry of Natural Resources and Environment in Samoa, acting as the liaison between the country and the NDC Partnership Support Unit. This position requires a whole of government and society approach to NDC coordination, ensuring effective communication and collaboration among various stakeholders, including government agencies, civil society, and the private sector. The incumbent will facilitate the implementation of the NDC, monitor progress, and support resource mobilization efforts. The role is crucial for ensuring that Samoa's commitments under the Paris Agreement are met and that the country effectively engages with the NDC Partnership and its resources.
Duties and Responsibilities: The National NDC Coordinator will be responsible for coordinating communication with stakeholders, managing a stakeholder database, and disseminating information about the NDC Partnership's engagement. They will facilitate coordination among partners, assist in aligning climate projects with programmatic goals, and strengthen national coordination mechanisms. The incumbent will support the development and implementation of the NDC, engage with local partners, document changes in the operating environment, and utilize the NDC Partnership’s tools and guidelines. They will monitor the progress of in-country engagement, prepare quarterly reports, and support the government in NDC-related events and dialogues.
Required Qualifications: Candidates must possess at least 2 years of experience in the public or private sector, focusing on climate change, project management, and stakeholder engagement. Knowledge of Samoa's policy frameworks and national strategies related to climate change is essential. Experience in governance processes related to climate change and NDCs is an asset, along with demonstrated networking skills with senior leaders and stakeholders. Familiarity with UNFCCC processes is desirable.
Educational Background: A master’s degree in public policy, development, climate change, natural resource management, environmental management, engineering, social sciences, or a related field is preferred. Alternatively, a bachelor’s degree in a related discipline combined with 2 additional years of relevant work experience (totaling 5 years) may be accepted in lieu of an advanced degree.
Experience: The position requires a minimum of 2 years of relevant experience in climate change, project management, and stakeholder engagement. Candidates should have a solid understanding of Samoa's climate change policy context and experience in multilateral or grassroots governance processes related to climate change and NDCs.
Languages: Proficiency in English is mandatory, while working knowledge of Samoan is considered an asset.
Additional Notes: This is a home-based position requiring the incumbent to work from government offices in Samoa, utilizing their own laptop equipped with necessary software. The contract is a retainer national vacancy for 12 months, with a maximum of 220 working days and the possibility of extension.
