Job Overview:
The WASH Technical Assistant-Construction Engineer plays a crucial role in ensuring the effective planning and quality implementation of WASH infrastructures. This position involves assisting the WASH Officer-Engineer in providing technical support for the development of WASH programming, with a strong emphasis on monitoring and supervising infrastructure works. The role requires close collaboration with community members and other project officers to ensure the timely delivery of high-quality WASH programs. The assistant will also be involved in the planning and design of future projects, making it essential to have a proactive approach to problem-solving and community engagement.

Duties and Responsibilities:
The duties and responsibilities of the WASH Technical Assistant-Construction Engineer include:
  • Establishing water distribution points by installing water tanks and fixing pipes and faucets.
  • Ensuring that pipeline works and the construction of new water distribution points are executed according to the established plans and designs.
  • Executing water supply scheme rehabilitation works with government support.
  • Identifying and assessing public hygiene risks around water distribution points and responding promptly to mitigate these risks.
  • Mobilizing beneficiary communities to maintain established, rehabilitated, or protected WASH facilities.
  • Liaising with the WASH Officer-Engineer to contribute to the formation and training of water supply and sanitation committees for established water sources and WASH facilities.
  • Participating in the collection of data necessary for water supply responses.
  • Assisting the WASH Officer in inspecting water systems, pumps, and other water supply systems to ensure operational efficiency.
  • Performing compliance inspections of new construction related to the settlement's water distribution system to ensure adherence to prescribed standards. 1
  • Assisting in major repairs and installations of new materials, supplies, machinery, and equipment. 1
  • Conducting water quality monitoring and disinfection according to Sphere and WASH cluster guidelines. 1
  • Monitoring all construction activities of the WASH project and ensuring quality standards are met. 1
  • Mobilizing the community for construction work as needed. 1
  • Ensuring that latrines and solid waste disposal facilities are constructed or rehabilitated according to design standards. 1
  • Undertaking daily progress monitoring of construction works and managing workforces effectively. 1
  • Overseeing the management of construction equipment and materials at sites to minimize wastage. 1
  • Preparing periodic construction progress and stock reports for submission to the WASH Officer-Engineer and logistics. 1
  • Supporting WASH Non-Food Item (NFI) distribution. 1
  • Collaborating with other agencies and representing the organization in the implementation area. 2
  • Conducting technical assessments and developing safe, inclusive designs and Bill of Quantities (BOQs) for construction activities. 2
  • Performing any other duties assigned by the immediate supervisor and representing the organization in WASH meetings and coordination platforms.

Required Qualifications:
The required qualifications for this position include a minimum of 3 years of experience in monitoring and supervising WASH infrastructure construction projects. Candidates should possess a diploma and/or certificate from a qualified educational institute in Water Supply installation and networking works (Plumbing and pump installation) or Building Construction. Strong knowledge and experience in engineering and construction processes, including tendering and site monitoring, are essential. Previous experience in complex and volatile contexts is also required. Candidates must demonstrate report writing skills and proficiency in computer applications, particularly in word processing and spreadsheets. Familiarity with technical drawing software, preferably AutoCAD, and project management software is desirable. Additionally, candidates should possess strong organizational skills and the ability to coordinate diverse activities and stakeholders, along with excellent interpersonal and communication skills.

Educational Background:
Candidates must have a diploma or certificate from a recognized educational institution in relevant fields such as Water Supply installation, plumbing, pump installation, or Building Construction. This educational background is crucial for understanding the technical aspects of WASH infrastructure and ensuring compliance with industry standards.

Experience:
The position requires a minimum of 3 years of relevant experience in monitoring and supervising WASH infrastructure construction projects. This experience should include hands-on involvement in construction activities, project management, and community engagement in WASH initiatives. Candidates should have a proven track record of working in challenging environments and managing multiple priorities effectively.

Languages:
Fluency in written and spoken English is essential for this position. Additionally, fluency in local languages such as Tigray and Afara is considered an advantage, as it facilitates communication with community members and stakeholders.

Additional Notes:
The position is a fixed-term contract lasting 6 months, with a duty station in Aysaita, Ethiopia. The role involves significant travel, with inter-zone travel expected to be around 80%.
