Job Overview: The Information Management & Monitoring and Evaluation Associate will play a crucial role in supporting the establishment and maintenance of a robust information management and monitoring and evaluation system for UNFPA's humanitarian response in the Bicol Region and other priority sites. This position involves collecting, analyzing, and reporting data related to project activities, outputs, and outcomes, ensuring that data-driven evidence informs program implementation and decision-making. The Associate will work under the direct supervision of the M&E Specialist and will be responsible for developing an M&E framework, ensuring data availability for monitoring and evaluation, and supporting the documentation of project processes and impacts. The role is essential for enhancing the effectiveness of UNFPA's humanitarian projects and ensuring that they align with the organization's strategic goals.
Duties and Responsibilities: The Associate will be responsible for a wide range of duties, including: developing and implementing an information management system to track UNFPA's typhoon response activities; maintaining databases and dashboards to visualize key program indicators; compiling and analyzing data for project components and indicators; contributing to donor reports and project evaluations; collaborating with implementing partners to strengthen their M&E capacity; assisting in the preparation of project implementation plans; reviewing and providing inputs to the M&E framework; coordinating the preparation of the Project Implementation Report; participating in relevant coordination meetings and M&E-related forums; and providing M&E support to events relevant to project targets. Additionally, the Associate will perform any other relevant activities as assigned by the M&E Specialist.
Required Qualifications: Candidates must possess completed secondary level education as a minimum requirement, with a first-level university degree in applied mathematics (e.g., Statistics) or in Social Sciences focusing on monitoring and evaluation, operations research, data collection, and analysis being desirable. Strong computer skills, including proficiency with statistical and database software, are essential. Field experience in humanitarian contexts and familiarity with the UN system will be advantageous. Candidates should demonstrate integrity, commitment to UNFPA's mission, and the ability to embrace cultural diversity and change.
Educational Background: The educational background required for this position includes completed secondary level education, with a preference for candidates holding a first-level university degree in applied mathematics or social sciences with a focus on monitoring and evaluation. This educational foundation is crucial for understanding the complexities of data analysis and program evaluation in humanitarian settings.
Experience: Candidates should have at least 7 years of relevant experience in Monitoring and Evaluation, Operations Research, Information Management, and/or Programme Management. Prior experience in monitoring and evaluation of sexual and reproductive health, gender-based violence, and human rights programs, particularly in humanitarian situations, is highly desirable. The ability to travel to areas affected by humanitarian emergencies is also required, as field experience is considered a strong asset.
Languages: Proficiency in Filipino and English is mandatory for this position. Knowledge of local languages in the Bicol Region is considered an asset, as it can enhance communication and engagement with local communities and stakeholders.
Additional Notes: This position is a full-time temporary appointment with a duration of 364 days, specifically for Philippine nationals only.
