Job Overview: The Information Management & Monitoring and Evaluation (IM & M&E) Associate will play a crucial role in supporting the establishment and maintenance of a robust information management and monitoring and evaluation system for UNFPA's humanitarian response in the Bicol Region and other priority sites. This position involves collecting, analyzing, and reporting data related to project activities, outputs, and outcomes, ensuring that data-driven evidence informs program implementation and decision-making. The Associate will work under the direct supervision of the M&E Specialist and receive technical guidance from the International Humanitarian Nexus Coordinator. The role is essential for providing monitoring, evaluation, and research support for humanitarian projects, contributing to the overall effectiveness and impact of UNFPA's initiatives in the region.
Duties and Responsibilities: The IM & M&E Associate will be responsible for a variety of tasks, including: developing and implementing an information management system to track UNFPA's typhoon response activities; maintaining databases and dashboards to visualize key program indicators; compiling and analyzing data for project components and indicators; contributing to donor reports and project evaluations; collaborating with implementing partners to strengthen their M&E capacity; assisting in the preparation of project implementation plans; reviewing quarterly monitoring reports; coordinating the preparation of the Project Implementation Report; participating in relevant coordination meetings and forums; and providing M&E support to events related to project targets. The Associate will also be expected to perform any other relevant activities as assigned by the M&E Specialist.
Required Qualifications: Candidates must possess completed Secondary Level Education as a minimum requirement. A first-level university degree in applied mathematics (e.g., Statistics) or in Social Sciences with a focus on monitoring and evaluation, operations research, data collection, and analysis of data is desirable. Additionally, candidates should have strong computer skills, including proficiency with statistical and database software, and familiarity with the UN System is an advantage. The role requires principled and ethical staff who embody international norms and standards.
Educational Background: The educational background required for this position includes completed Secondary Level Education, with a preference for candidates holding a first-level university degree in applied mathematics or social sciences, particularly with a focus on monitoring and evaluation, operations research, and data analysis. This educational foundation is essential for effectively managing the information and evaluation processes critical to UNFPA's humanitarian response efforts.
Experience: Candidates should have at least 7 years of relevant experience in Monitoring and Evaluation, Operations Research, Information Management, and/or Programme Management. Prior experience in monitoring and evaluation of sexual and reproductive health, gender-based violence, gender equality, women's empowerment, and human rights programs, particularly in humanitarian contexts, is highly desirable. Field experience is considered a strong asset, and candidates should be able to travel to areas affected by humanitarian emergencies as needed.
Languages: Proficiency in Filipino and English is required for this position. Knowledge of local languages in the Bicol Region is considered an asset, as it can enhance communication and engagement with local communities and stakeholders.
Additional Notes: This position is a full-time temporary appointment with a duration of 364 days. It is specifically for Philippine nationals only and is classified as non-rotational.
