Job Overview: The Humanitarian Mine Action (HMA) Technical Advisor (TA) plays a crucial role in providing technical guidance to national staff involved in HMA activities. The primary responsibility of the TA is to offer daily support and advice to multiple teams engaged in Mine Action, including the Mine Risk Education (MMC), Battle Area Clearance (BAC), and Clearance Operations (NTS/EORE). The position is primarily based in Northern Ukraine, with expectations for travel to various operational areas, national training centers, and the DRC country office in Kyiv. The TA is expected to demonstrate a positive and dedicated approach to their work, ensuring that all HMA activities are conducted safely and effectively while adhering to DRC's standard operating procedures (SOPs). The role involves overseeing field operations, training personnel, and maintaining relationships with various stakeholders involved in HMA activities.
Duties and Responsibilities: The duties and responsibilities of the Humanitarian Mine Action Technical Advisor include providing technical oversight for field operations related to HMA projects, ensuring compliance with safety and security" style="border-bottom: 1px dotted #007bff !important;">security protocols, and managing daily operational planning and implementation. The TA will supervise Land Release operations and Explosive Ordnance Disposal (EOD) activities, assist in developing technical contributions to national mine action capacity, and support the training of national personnel. The TA will also be responsible for compiling Implementation Plans (IP) and Field Risk Assessments (FRA) for tasks, ensuring that all documentation is approved by the Operations Manager (OM) before submission to national authorities. Additionally, the TA will monitor team activities to ensure adherence to safety procedures, maintain reporting mechanisms, and undertake other tasks as assigned by the OM.
Required Qualifications: Candidates for the Humanitarian Mine Action Technical Advisor position must possess at least five years of experience at the international level within humanitarian NGOs or similar organizations, specifically in the Mine Action sector. Verifiable hands-on experience in training, supervising, and deploying Land Release teams is essential. Candidates should have knowledge and practical experience with various HMA equipment, such as the Minelab F3 and Ebinger UPEX 740M, and a proven track record in applying Land Release policies. A minimum of IMAS EOD Level 3 certification or an equivalent qualification from an internationally recognized technical school is required, along with experience in designing and delivering technical training. Fluency in English, strong computer literacy, and experience in managing diverse teams are also necessary qualifications.
Educational Background: The educational background required for the Humanitarian Mine Action Technical Advisor position includes a relevant degree in a field related to humanitarian work, mine action, or a similar discipline.
