Job Overview:
The Education Programme Development Manager will play a crucial role in the design, development, and implementation of the NRC's Education programme in Venezuela. This programme aims to empower children, adolescents, and their families affected by violence and displacement, enabling them to achieve self-reliance through improved access to education and well-being. The manager will coordinate and manage the implementation of education projects, ensuring alignment with NRC's global and regional strategies. This includes overseeing project activities, budgets, and documentation, as well as liaising with local and national authorities and stakeholders. The role requires a strong focus on technical direction and effective management of education projects, ensuring they are delivered on time, within budget, and to the required quality standards. The manager will also be responsible for adhering to NRC's financial and logistical systems and procedures, ensuring timely development and submission of procurement, recruitment, and spending plans.

Duties and Responsibilities:
The Education Programme Development Manager will have a comprehensive set of duties and responsibilities, including:
  • Coordinating and managing the implementation of education projects, ensuring adherence to proposals, strategies, and donor requirements.
  • Liaising and collaborating with relevant local and national authorities and stakeholders, representing NRC in relevant forums, clusters, and working groups.
  • Ensuring alignment with NRC's Global and LARO Regional Education Development Strategy.
  • Contributing to the development of Education Core Competency Global/Regional tools, guidelines, policies, and research studies on relevant thematic topics.
  • Overseeing the technical direction and effective management of education projects, ensuring compliance with NRC's project management cycle, including high-quality reporting.
  • Ensuring adherence to appropriate financial and logistical systems and procedures within the education team.
  • Developing and submitting procurement plans, recruitment plans, and spending plans in a timely and accurate manner, sharing these with relevant support colleagues.
  • Monitoring and evaluating project implementation to ensure effectiveness and efficiency.

Required Qualifications:
Candidates for the Education Programme Development Manager position must possess the following qualifications:
  • A university degree in Educational Sciences (Pedagogy) or Social Sciences (Sociology, Anthropology, etc.).
  • A postgraduate diploma and/or master's degree in social sciences, Humanitarian Affairs, Project Management, or related fields is preferred.
  • A minimum of 3 years of experience in a senior-level project implementation position within a humanitarian or recovery context.
  • Proven experience working in complex and volatile environments.
  • Documented results related to the responsibilities of the position, demonstrating technical education expertise.
  • Strong leadership skills and self-awareness regarding one's leadership profile.
  • Professional experience in education programming, particularly with vulnerable populations affected by conflict and violence.
  • Experience in budget management and technical report writing is essential.
  • Willingness to travel to various states and areas where NRC operates, including overnight stays in the field.

Educational Background:
The educational background required for the Education Programme Development Manager position includes:
  • A university degree in Educational Sciences (Pedagogy) or Social Sciences (Sociology, Anthropology, etc.).
  • A postgraduate diploma and/or master's degree in social sciences, Humanitarian Affairs, Project Management, or related fields is highly desirable. Experience in managing education programmes and working with vulnerable populations affected by conflict and violence is essential, as is familiarity with budget management and technical report writing.

Languages:
Fluency in both Spanish and English, both written and verbal, is highly recommended for this position. Proficiency in these languages is crucial for effective communication with stakeholders, reporting, and collaboration within the NRC team and with external partners. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The position is based in Caracas, Venezuela, and is offered as a national contract for a duration of 6 months, with the possibility of extension. The role may require travel of up to 40% to various states and areas where NRC has a presence. The salary and benefits are based on grade 9 of NRC's regional salary scale, which includes accompanying terms and conditions.
