Job Overview:
The International Operations Manager (IOM) is a pivotal role within the UNFPA Angola Country Office, responsible for overseeing the operational and administrative functions that support the implementation of the organization's strategic objectives. The IOM works closely with both the operations and programmes teams to ensure that the Country Office operates smoothly and effectively. This position requires a strong leader who can provide guidance on office management and operations, ensuring that all activities align with UNFPA's mission and strategic plan. The IOM will also engage in inter-agency coordination to advocate for UNFPA's operational needs and contribute to UN-wide initiatives. The role demands a proactive approach to problem-solving and the ability to foster a collaborative work environment that encourages knowledge sharing and team-building.

Duties and Responsibilities:
The IOM will be responsible for a wide range of duties, including but not limited to: serving as a member of the Country Senior Management Team, providing operational support to the Representative and programme team, overseeing staffing and operational requirements, analyzing project inputs, supervising the implementation of corporate policies, ensuring financial resource management, maintaining optimal staffing levels, managing CO assets and liabilities, participating in UN inter-agency meetings, supervising administrative staff, reviewing audit findings, and fostering a harmonious working environment. The IOM will also be tasked with ensuring compliance with UNFPA's operational standards and promoting a culture of performance and collaboration within the office.

Required Qualifications:
Candidates must possess an advanced degree (Master’s) in business administration, public administration, finance, human resources, information technology, or a related field. Additionally, candidates should have a minimum of five years of progressively responsible professional experience in administration, finance, or office management. A thorough understanding of UN Staff Rules and Regulations, HR management policies, financial rules, and procurement processes is essential. Strong analytical, leadership, and communication skills are also required, along with proficiency in current office software applications and corporate IT systems.

Educational Background:
The educational requirement for this position includes an advanced degree (Master’s) in a relevant field such as business administration, public administration, finance, human resources, or information technology. This educational background is crucial for understanding the complexities of office management and operations within the UN framework.

Experience:
The position requires at least five years of progressively responsible professional experience in administration, finance, or office management. Candidates should demonstrate a solid track record of managing operational functions and leading teams effectively. Experience within the UN system or similar international organizations is highly desirable, as it provides valuable insights into the operational standards and practices expected in this role.

Languages:
Fluency in English is mandatory for this position. While not required, a basic or preferably working knowledge of Portuguese is considered an asset, especially if the candidate is willing to learn the language. Knowledge of other official UN languages, particularly French and/or Spanish, is also desirable and can enhance communication within the organization and with external partners.
