Job Overview: The Officer, Budget plays a crucial role in supporting the financial operations of the EBRD, particularly in budgetary matters. This position involves collaborating with various stakeholders, including Office Managers, Budget Officers, and senior management, to ensure effective budget monitoring and management. The Officer will be responsible for analyzing budget data, preparing reports, and providing insights to assist management in making informed decisions regarding budget allocations. Additionally, the role requires the Officer to handle day-to-day budgetary tasks, validate expenses, and respond to budget-related queries, ensuring compliance with the Bank's policies and procedures. The Officer will also contribute to the organization of training events aimed at enhancing the skills of Office Managers and Budget Officers, ensuring that these events are executed to a high standard.
Duties and Responsibilities: The Officer's duties include assisting with the analysis of budget data and preparing insightful reports for management. They will support regional management in monitoring budgets, ensuring accuracy in financial details, and compliance with Bank policies. The Officer will validate expense claims related to travel and hospitality, follow up on reimbursements, and monitor Corporate Card expenses. They will also assist in organizing annual training events for Office Managers and Budget Officers, ensuring smooth execution and resolution of any arising issues. Responsibilities extend to procurement tasks, such as raising purchase orders and monitoring contracts, as well as conducting monthly reconciliations for cost centre budgets. The Officer will assist with year-end tasks, including preparation of accruals, and undertake ad-hoc tasks assigned by their line manager.
Required Qualifications: Candidates should possess an accounting or bookkeeping qualification, or equivalent business experience. Knowledge of the EBRD's budgetary processes and policies is desirable, along with familiarity with the Bank's systems. Strong numerical and financial skills are essential, as is the ability to interpret financial information accurately. Excellent command of written and oral English is mandatory, and candidates should demonstrate the ability to build effective working relationships in a multicultural environment. Strong interpersonal and communication skills are also required, along with the ability to manage time effectively and cope with changing priorities.
Educational Background: A relevant degree in finance, accounting, or a related field is preferred. Professional qualifications in accounting or bookkeeping would be advantageous, as they provide a solid foundation for understanding financial principles and practices relevant to the role.
Experience: Candidates should have prior experience in budget management or financial analysis, preferably within an international organization or financial institution. Familiarity with SAP or similar financial systems is highly desirable, as is experience in a multicultural work environment. The ability to handle confidential information discreetly and exercise sound judgment is crucial for this role.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of additional languages is considered an asset, particularly those relevant to the regions in which the EBRD operates, as it enhances communication with diverse stakeholders.
Additional Notes: This position is a fixed-term contract for a duration of 2 years. The EBRD promotes a flexible working environment, expecting employees to work in the office 50% of their time.
