Job Overview: The Head of Clinic position is a critical role within the Migration Health Assessment Centre (MHAC) in Bujumbura, Burundi. The successful candidate will be responsible for overseeing the health assessment processes for migrants and refugees, ensuring compliance with the technical requirements set by resettlement countries. This includes managing medical examinations, laboratory testing, vaccinations, and TB management, among other health-related services. The role requires a strong focus on maintaining high standards of quality and safety in the clinic's operations, as well as effective coordination with various stakeholders, including the Chief Migration Health Officer and external service providers. The Head of Clinic will also be tasked with developing staff capabilities and ensuring that the clinic operates efficiently and effectively to meet the health needs of the migrant population.
Duties and Responsibilities:
Organize and supervise the migration health assessment process at the MHAC, ensuring compliance with technical requirements of resettlement countries.
Conduct health assessments for refugees and migrants, including reviewing medical histories and conducting physical examinations.
Maintain the infrastructure and equipment of the MHAC to meet professional standards.
Facilitate integration of health assessment activities into overall migration programming. 1
Advise colleagues on the link between health assessment and other core migration health program areas. 1
Perform additional duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a university degree in Medicine from an accredited institution, with preferred specializations in internal medicine, pediatrics, anesthesiology, emergency medicine, family medicine, or obstetrics and gynecology. Additionally, candidates should have a minimum of seven years of relevant professional experience, including at least three years in managerial roles. Alternatively, candidates with a Master's Degree in Community or Public Health, along with five years of relevant experience, will also be considered. Experience in migration health assessments, health program management, and project development is essential. Knowledge of public health, patient safety, and infection control is also required, along with proven abilities to establish partnerships with health institutions and government bodies.
Educational Background: The educational background required for this position includes a university degree in Medicine from an accredited academic institution. Preferred specializations include internal medicine and its subspecialties, pediatrics, anesthesiology, emergency medicine, family medicine, and obstetrics and gynecology. A Master's Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine, or related fields is also acceptable, particularly for candidates with fewer years of experience. Accredited universities are those listed in the UNESCO World Higher Education Database.
Experience: Candidates should have extensive professional clinical experience, ideally in a multidisciplinary hospital setting or within an international clinic context. Experience in migration health assessments and demonstrated progressive experience in health program management are crucial. Candidates should also have experience in project development, management, and report writing, as well as the ability to establish partnerships with government and health institutions. Knowledge of public health and experience in migration health emergency response are advantageous, as is expertise in clinical specializations such as pediatrics or pulmonology.
Languages: Fluency in both written and spoken English and French is required for this position. Additionally, fluency in Kirundi and Swahili, both oral and written, is desired. The proficiency of required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract type for this position is Special Short Term Graded, with an initial duration of six months, extendable up to nine months. This position is classified as a National Officer role, and candidates must be nationals of Burundi. The appointment is subject to medical fitness certification and verification of residency and visa requirements.
