Job Overview:
The National Procurement & logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer will play a crucial role in overseeing all procurement and logistics activities for IOM's various projects in Guinea. This position is under the overall supervision of the Chief of Mission and the direct supervision of the Supply Chain Officer. The officer will be responsible for ensuring that procurement and logistics operations are conducted efficiently and effectively, aligning with IOM's mission and goals. The role involves collaborating with various stakeholders, including project managers and finance officers, to consolidate procurement needs and optimize purchasing power. The officer will also be tasked with training and supervising procurement assistants, ensuring compliance with organizational regulations, and maintaining high standards of service delivery.

Duties and Responsibilities:
  • Assist the Supply Chain Officer in supervising and conducting procurement and logistics actions within the Conakry office and its sub-offices in Guinea.
  • Advise the Supply Chain Officer on logistics and procurement capacity, needs, and challenges, providing solutions and contributing to mission activities.
  • Plan, implement, monitor, and control all aspects related to procurement and logistical needs, including analyzing procurement requests and consolidating requirements.
  • Evaluate vendor performance and ensure compliance with Purchase Order specifications.
  • Maintain accurate records of assets inventory and manage warehouse practices to prevent overstocking or loss.
  • Liaise with project managers and finance officers to consolidate procurement/service requests.
  • Supervise the procurement and logistics unit in accordance with organizational regulations.
  • Coordinate and evaluate the work of procurement assistants.
  • Undertake duty travel to provide support and establish controls in sub-offices. 1
  • Train and guide staff on procurement and logistics responsibilities. 1
  • Monitor supplier performance and ensure contractual obligations are met. 1
  • Clarify and verify requirements from requestors. 1
  • Assist in drafting Terms of Reference for high-value goods and services. 1
  • Conduct supplier visits and inspections. 1
  • Ensure adherence to IOM and donor administration procedures. 1
  • Maintain contact with local and international suppliers. 1
  • Organize tracking and filing systems for asset supply and transport documentation. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess strong analytical, planning, and people management skills. They should be able to prepare clear and concise reports and demonstrate a high degree of computer literacy, particularly in computerized accounting systems such as SAP. Experience in Guinea or other developing West African countries is considered an asset. Excellent communication skills, personal commitment, efficiency, flexibility, and a drive for results are essential. Candidates should also respect diversity, exhibit creative thinking, and possess the ability to supervise staff and coordinate activities effectively.

Educational Background:
A Master’s degree from an accredited institution in a relevant field such as Business Administration, Logistics, or Management is required. Alternatively, a Bachelor’s degree in a related field with 3 to 5 years of relevant professional experience in administration, logistics, and procurement is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have a minimum of 3 to 5 years of relevant professional experience in administration, logistics, and procurement. Candidates should have experience in IOM administrative and financial management, budget monitoring, cash management, and internal control procedures. Experience in using office software packages and knowledge of spreadsheet and data analysis is also necessary. Additionally, candidates should have experience supervising the development and implementation of administrative control procedures.

Languages:
Fluency in French and English is required, both oral and written. A working knowledge of a national language is considered an advantage. IOM’s official languages are English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
Any offer made to the candidate is subject to funding confirmation. This selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. National Professional Officers must be nationals of the country of their employment. Appointment is subject to certification of medical fitness, verification of residency, visa, and government authorizations where applicable. Vaccination against COVID-19 is required for IOM personnel.
