Job Overview:
The Administrative/HR Associate plays a crucial role in delivering quality HR and administrative services to both internal and external clients. This position requires a client-oriented and results-focused approach to human resource management, ensuring compliance with established rules and guidelines. Reporting to the International Operations Manager, the Associate will work closely with operations and program staff in the Country Office, supervising the receptionist and drivers. The role involves strategic management of human resources, ensuring the proper utilization of resources, and assisting staff in defining their HR needs in line with the approved Annual Work Plans. The Associate will also manage recruitment processes, oversee personnel administration, and ensure adherence to UNFPA HR policies and procedures. This position is vital for maintaining the integrity of HR practices and supporting the overall mission of UNFPA.

Duties and Responsibilities:
The Administrative/HR Associate will be responsible for a wide range of duties including: managing human resources strategically by ensuring proper utilization of resources, assisting CO staff in defining HR needs, overseeing staffing requirements, conducting personnel administration for both international and national staff, managing recruitment and selection processes, advising managers on contracting modalities, and briefing newly recruited personnel. The Associate will also prepare and monitor the Office Management Plan, manage the Performance Appraisal and Development cycle, liaise with the Programme/Technical Team on HR matters, and maintain accurate personnel status files. Additionally, the Associate will handle the hiring and management of individual consultants, ensuring compliance with UNFPA guidelines, and will support security" style="border-bottom: 1px dotted #007bff !important;">security management by ensuring compliance with MOSS and RSM requirements. Administrative support duties include timely completion of HR administrative requirements, managing UNFPA vehicle matters, and organizing onboarding for new staff. The Associate will also establish networks with HR colleagues within the UN system and maintain professional contacts with DHR staff.

Required Qualifications:
Candidates must possess a completed Secondary Level Education as a minimum requirement. A first-level university degree or higher in Human Resources Management, Business or Public Administration, international development studies, or a similar discipline is highly desirable. Candidates should have a minimum of 7 years of related work experience, with familiarity in UN personnel and administrative procedures. Proven experience in managing and implementing HR policies and processes in development organizations is essential. Excellent working knowledge of MS Office and ERP systems is required, along with the ability to interpret administrative and personnel rules clearly and concisely.

Educational Background:
The educational background required for this position includes completed Secondary Level Education as a baseline. A first-level university degree or higher in relevant fields such as Human Resources Management, Business Administration, Public Administration, or international development studies is highly desirable. This educational foundation is crucial for understanding the complexities of HR management and administrative processes within the UN framework.

Experience:
The position requires a minimum of 7 years of related work experience. Candidates should have a proven track record in managing HR policies and processes, particularly within development organizations. Experience in team collaboration and leadership is highly desirable, as the role involves working closely with various stakeholders and managing personnel effectively. Familiarity with UN administrative procedures and the ability to interpret and apply these rules is also essential for success in this role.

Languages:
Fluency in English and Portuguese is mandatory for this position. Proficiency in these languages is crucial for effective communication within the organization and with external partners. Additional language skills may be considered an asset, but English and Portuguese are the primary languages required for this role.
