Job Overview: The Monitoring and Evaluation (M&E) Consultant will be a pivotal figure in the UNFPA Somalia office, tasked with ensuring the effective monitoring, evaluation, and learning (MEL) of a multi-year project aimed at enhancing access to Sexual and Reproductive Health (SRH) and Gender-Based Violence (GBV) services. This role is essential for tracking project progress, ensuring quality data collection and analysis, and supporting evidence-based decision-making and reporting. The consultant will work closely with various units within UNFPA Somalia and implementing partners to develop and implement an M&E framework that aligns with corporate guidelines and donor requirements. The position requires a proactive approach to data management and reporting, ensuring that insights derived from data analysis contribute to program improvement and accountability.
Duties and Responsibilities: The M&E Officer will have a comprehensive set of responsibilities, including:
Developing and implementing an M&E framework that aligns with UNFPA corporate guidelines and KOICA donor requirements.
Managing project performance monitoring systems, including defining indicators, establishing baselines, and setting targets.
Enhancing regular field monitoring visits to assess project progress and ensure compliance with quality standards.
Facilitating periodic project performance reviews, including mid-term and final evaluations.
Coordinating data collection, verification, and validation processes to ensure reliability and accuracy of data.
Documenting lessons learned and best practices to inform future programming.
Overseeing the development of standardized monitoring tools and templates for quarterly monitoring.
Providing technical guidance to thematic units in framing realistic and measurable M&E indicators linked to activity work plans.
Supporting the development of programmatic proposals, work plans, and budgets. 1
Representing UNFPA in meetings and training related to M&E. 1
Establishing and maintaining a database for tracking project indicators and results. 1
Analyzing data to generate evidence-based insights for program improvement. 1
Supporting the preparation of donor reports with high-quality M&E inputs, including data analysis and visualization. 1
Developing case studies, human-interest stories, and learning briefs based on project findings.
Required Qualifications: Candidates must possess a Master’s level degree in Monitoring and Evaluation, Statistics, Demography, Public Health, Social Sciences, or a related field. Alternatively, a first-level university degree with two additional years of relevant experience may be accepted in lieu of an advanced degree. Additionally, candidates should have a minimum of three years of experience in implementing M&E systems in development or humanitarian settings, with proven experience in data collection, analysis, and visualization using statistical software such as SPSS, Stata, R, or Power BI. Familiarity with monitoring in SRH and GBV programming is considered an asset, and experience working with UN agencies and NGOs is desirable. Knowledge of donor reporting requirements, particularly those of KOICA, is highly desirable, as is experience in managing Korean projects.
Educational Background: The educational background required for this position includes a Master’s level degree in a relevant field such as Monitoring and Evaluation, Statistics, Demography, Public Health, or Social Sciences. Candidates with a first-level university degree may be considered if they have two additional years of relevant experience, demonstrating the importance of both formal education and practical experience in this role.
Experience: The position requires a minimum of three years of relevant experience in implementing M&E systems within development or humanitarian contexts. Candidates should have a strong background in data collection, analysis, and visualization, particularly using statistical software. Experience with UN agencies and NGOs, as well as familiarity with donor reporting requirements, is highly desirable, especially in relation to KOICA and Korean projects.
Languages: Proficiency in spoken and written English is mandatory for this position. This ensures effective communication and reporting within the international context of the UNFPA and its partners. Additional language skills may be beneficial but are not specified as mandatory.
Additional Notes: The contract for this position is classified as an International Consultancy and is expected to last for 11 months, with the possibility of extension based on performance and funding availability. The position is graded at the P2 level, indicating a mid-level consultancy role.
