Job Overview: The National Humanitarian Programme Coordinator will play a crucial role in the planning, implementation, monitoring, and evaluation of UNFPA's humanitarian response in the Philippines. This position requires maintaining collaborative relationships with various stakeholders, including government agencies, NGOs, and UN agencies. The coordinator will provide technical guidance to implementing partners and ensure that UNFPA's mandate is integrated into humanitarian responses. The role involves significant travel to disaster-affected areas, where the coordinator will oversee the effective management of humanitarian interventions and contribute to project formulation and evaluation. The coordinator will also be responsible for ensuring that UNFPA's core areas of responsibility, such as sexual and reproductive health (SRH) and gender-based violence (GBV), are prioritized in emergency responses.
Duties and Responsibilities: The National Humanitarian Programme Coordinator will be responsible for a wide range of duties, including:
Coordination: Ensuring efficient implementation of UNFPA's humanitarian program, representing UNFPA at coordination meetings, and establishing working groups for SRH and GBV.
Assessment and Planning: Conducting rapid assessments of crisis-affected populations, ensuring the inclusion of UNFPA's core areas of responsibility in joint missions, and recommending strategic approaches to address issues such as SRH and GBV.
Programmatic and Operational Support: Supervising humanitarian teams, tracking interventions, and advising senior management on response status.
Communication: Reporting to the Country Representative, preparing advocacy materials, and ensuring visibility of UNFPA's humanitarian efforts.
Partnership and Resource Mobilization: Supporting donor proposals, identifying resource mobilization opportunities, and maintaining relationships with current donors.
Advice on Procedures: Documenting lessons learned and undertaking field travel as needed.
Required Qualifications: Candidates must possess a Master's Degree in Public Health, Medicine, Health Sciences, Gender Studies, or related Social Sciences. A minimum of 2 years of applicable experience in program/project planning, monitoring, and evaluation is essential. Candidates should demonstrate strong results-based management skills and have experience in implementing sexual and reproductive health initiatives in emergencies. Familiarity with the United Nations system is advantageous, as is experience working with young people in crisis contexts.
Educational Background: A Master's Degree is required, with a focus on relevant fields such as Public Health, Medicine, Health Sciences, Gender Studies, or related Social Sciences. This educational background is crucial for understanding the complexities of humanitarian responses and the specific needs of affected populations.
Experience: Candidates should have at least 2 years of relevant experience in program/project planning, design, monitoring, and evaluation.
