Job Overview: The Programme Analyst position at UN Women in Burundi is crucial for the effective management of programs aimed at humanitarian action and disaster risk reduction (DRR). Reporting to the Programme Management Specialist, the Programme Analyst will provide substantive inputs to the design, formulation, implementation, and evaluation of programs. The role involves monitoring and reporting on results achieved during implementation, ensuring adherence to systems and procedures, and developing enhancements as necessary. The Programme Analyst will collaborate closely with the program and operations team, UN Women HQ personnel, government officials, multi and bi-lateral donors, and civil society to ensure successful program implementation. This position requires a strong understanding of gender issues and the ability to navigate complex humanitarian contexts, particularly in light of the climate-related challenges faced by communities in Burundi.
Duties and Responsibilities: The Programme Analyst will be responsible for a variety of key functions, including:
Contributing technically to the development of program strategies in humanitarian action and DRR by providing inputs to project concept notes and proposals.
Identifying opportunities for support and intervention related to humanitarian and DRR programs.
Coordinating the development of project workplans, tracking matrices, and budget monitoring.
Monitoring the implementation of program activities and projects, providing technical support during procurement processes, and reviewing financial and narrative reports.
Organizing training for UN Women and partners on Results Based Management.
Monitoring progress of implementation using results-based management tools and organizing quarterly review meetings.
Providing inputs to resource mobilization strategies and participating in donor meetings.
Supporting inter-agency coordination on humanitarian action and developing capacities of stakeholders on gender issues. 1
Contributing to advocacy and knowledge building efforts by developing background documents and coordinating knowledge products.
Required Qualifications: Candidates must possess a Master’s degree (or equivalent) in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an added advantage. Candidates should demonstrate good program formulation, implementation, monitoring, and evaluation skills, as well as a solid understanding of Results Based Management. Strong analytical skills and the ability to gather and interpret data are essential, along with knowledge of humanitarian programming in the region.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is also beneficial for candidates seeking this role.
Experience: Candidates should have at least 2 years of responsible work experience in development program/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building. Experience in humanitarian and disaster risk reduction is required, along with experience in coordinating and liaising with government agencies and donors. Familiarity with results-based management is desirable, as is experience with office software packages and web-based management systems, particularly Oracle Cloud.
Languages: Fluency in English and French is required for this position. Knowledge of Kirundi is desirable, as is proficiency in another official UN language such as Arabic, Chinese, Russian, or Spanish.
