Job Overview:
The Programme Analyst position at UN Women in Burundi is crucial for the effective management of programs aimed at addressing Gender Based Violence (GBV) and Protection. Reporting to the Programme Management Specialist, the Programme Analyst will contribute to the design, formulation, implementation, and evaluation of UN Women programs. This role involves providing substantive inputs to program strategies, monitoring results, and ensuring the application of systems and procedures. The Programme Analyst will work closely with various stakeholders, including government officials, donors, and civil society, to ensure successful program implementation. The position requires a strong focus on technical support, capacity development, and monitoring and reporting of program activities, particularly in the context of the challenges faced by women and girls in Burundi due to climate-related shocks and gender-based violence.

Duties and Responsibilities:
The Programme Analyst will have a comprehensive set of responsibilities, including:
  • Contributing technically to the development of program strategies in the area of GBV and Protection.
  • Providing substantive inputs to the design and formulation of program/project proposals and initiatives.
  • Identifying areas for support and intervention related to the program.
  • Offering technical support for the implementation and management of the GBV and Protection program.
  • Leading the implementation of program activities and coordinating calls for proposals, including organizing technical review committees.
  • Reviewing and monitoring the submission of financial and narrative reports from implementing partners.
  • Training partners on Results Based Management and monitoring implementation.
  • Maintaining relationships with national partners to support program implementation and expansion.
  • Monitoring progress of implementation using results-based management tools and drafting reports on program results. 1
  • Providing inputs to financial reports and resource mobilization strategies. 1
  • Supporting inter-agency coordination on GBV and Protection. 1
  • Developing advocacy materials and coordinating knowledge management efforts related to Ending Violence Against Women.

Required Qualifications:
The position requires a strong set of qualifications, including:
  • A Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field.
  • A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • A project/programme management certification is an added advantage.
  • Strong program formulation, implementation, monitoring, and evaluation skills.
  • Good knowledge of Results Based Management and the ability to gather and interpret data effectively.
  • Analytical skills and knowledge of Ending Violence Against Women (EVAW).
  • Ability to identify trends and opportunities for fundraising.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. A project/programme management certification would enhance a candidate's profile.

Experience:
Candidates should have at least 2 years of progressively responsible work experience in development program/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building. Experience specifically in Gender Based Violence and the protection of women and girls is desirable. Additionally, experience in coordinating with government agencies and donors, as well as proficiency in using computers and office software packages, is required. Familiarity with web-based management systems and modern ERP systems, preferably Oracle Cloud, is also desirable.

Languages:
Fluency in English and French is required for this position. Knowledge of Kirundi is desirable, and familiarity with another official UN language (such as Arabic, Chinese, Russian, or Spanish) would be an asset.

The Programme Analyst position is a full-time role with no supervisory responsibilities.
