Job Overview:
The position of Analista en Transformación Digital is part of a project aimed at accelerating the digital transformation of public services in Guatemala. This role involves addressing existing gaps that hinder the effectiveness of digital initiatives to drive transformative change at scale. The project is led by the Presidential Commission for Open and Electronic Government and aims to strengthen digital governance frameworks, accelerate the digital transformation of public services, and enable digital human rights and inclusion for vulnerable populations. The analyst will be responsible for strategic planning, implementation of digital technologies, promoting digital inclusion, risk analysis, capacity building, knowledge management, and monitoring and evaluation of project outcomes. The role requires a proactive approach to ensure that digital initiatives are inclusive and accessible to marginalized groups, including women, youth, and indigenous peoples.

Duties and Responsibilities:
  • Strategic Planning and Management: Design, implement, and oversee the project work plan, ensuring alignment with national coordination objectives. Ensure project activities are executed according to the implementation schedule, achieving project goals and results. Develop roadmaps and action frameworks to support the digitalization of public services and pilot initiatives for deploying digital public infrastructure in Guatemala. Manage institutional support and engage social and political actors to create conducive conditions for project execution. Provide technical guidance for all project activities.
  • Support in Implementing Digital Technologies: Assist in designing sustainable open technological architectures for public service digitalization, including the application and adaptation of digital public goods. Support the design of data exchange protocols and other regulatory frameworks related to data governance. Coordinate the implementation of innovative technological platforms, including digital identity systems and data exchange solutions that are scalable and replicable. Supervise the integration of new technologies with existing systems in government entities. Support pilot initiatives for digital identity, digital payments, and data exchange that promote inclusive technological solutions.
  • Promoting Digital Inclusion: Ensure digital initiatives are inclusive, promoting access to technologies for women, youth, indigenous peoples, and other prioritized groups. Design strategies to reduce digital gaps in communities with limited access to technologies. Support the strengthening of the country's digital ecosystems.
  • Risk Analysis and Management: Identify and analyze risks associated with implementing digital technologies, particularly exclusion risks, and propose mitigation measures. Conduct technological impact assessments to ensure the sustainability and scalability of implemented solutions.
  • Capacity Building: Design and deliver workshops and training in digital skills for key stakeholders, including public officials and prioritized communities. Provide technical guides and tools to strengthen the use of digital technologies in beneficiary institutions. Support the coordination of training programs for public officials and civil society with the assistance of national and international experts in digital transformation.
  • Knowledge Management: Generate technical materials, documents, and other required materials for the initial dissemination phase of the project. Ensure constant information exchange and experience sharing with other projects, sharing results and best practices. Document lessons learned during project implementation. Proactively seek opportunities for innovation and partnerships with local innovation networks, NGOs, government entities, the private sector, and others.
  • Monitoring and Evaluation: Generate technical and progress reports to evaluate project results. Report progress on project indicators defined in the results framework. The incumbent will perform other functions within their functional profile deemed necessary for the efficient operation of the Office and the Organization.

Required Qualifications:
Minimum Academic Requirements: Advanced university studies (master's degree or equivalent) in public policy, strategic planning, financial economics, or management are required. Alternatively, a first-level university degree (bachelor's) combined with two additional years of qualified experience in lieu of the higher university degree. Minimum Relevant Experience: Candidates with a master's degree (or equivalent) in a relevant field are not required to have professional work experience. Applicants with a bachelor's degree (or equivalent) must have a minimum of two (2) years of relevant professional experience at the national or international level in technical assistance or project management related to digital transformation, innovation, citizen participation, and/or sustainable development, or related topics. Required Skills and Competencies: Experience in using computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems, such as ERP. Desirable Skills and Competencies: Experience working in international cooperation and/or civil society organizations will be valued. Desirable experience in managing international cooperation projects within the United Nations System.

Educational Background:
Candidates must possess advanced university studies (master's degree or equivalent) in fields related to public policy, strategic planning, financial economics, or management. Alternatively, a first-level university degree (bachelor's) combined with two additional years of relevant experience may be accepted in lieu of the master's degree.

Experience:
The position requires a minimum of two (2) years of relevant professional experience at the national or international level in areas such as technical assistance or project management related to digital transformation, innovation, citizen participation, and/or sustainable development. Candidates with a master's degree (or equivalent) are not required to have prior professional work experience.

Languages:
Fluency in Spanish is required. Intermediate level of written and spoken English is desirable.

Additional Notes:
The position is under the direct supervision of the Program Specialist in Peacebuilding, the Head of Solutions Mapping at the Acceleration Lab, and the Governance Area Officer.
